Planning CommissionRegularMeeting <br />City Council Chambers, 2660 Civic Center Drive <br />Draft Minutes–Wednesday, October 8, 2014 <br />1.Call to Order <br />1 <br />Chair John Gisselquistcalled to order the regular meeting of the Planning Commissionmeeting at <br />2 <br />approximately6:30p.m.and reviewed the role and purpose of the Planning Commission. <br />3 <br />2.Roll Call & Introduction <br />4 <br />At the request of Chair Gisselquist,City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair John Gisselquist;Vice Chair Michael Boguszewski; and Members <br />6 <br />Robert Murphy; Shannon Cunningham;James Daire; <br />7 <br />Member Excused: <br />Member David Stellmach <br />8 <br />Member Absent: <br />Member Mohamed Keynan <br />9 <br />Staff Present: <br />City Planner Thomas PaschkeandSeniorPlanner Bryan Lloyd <br />10 <br />3.Reviewof Minutes <br />11 <br />September 3, 2014 Regular MeetingMinutes <br />12 <br />MOTION <br />13 <br />MemberBoguszewski moved, seconded by Member Cunninghamto approve the <br />14 <br />September 3,2014meeting minutes as presented <br />. <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4.Communications and Recognitions: <br />19 <br />a.From the Public (Public Comment on items noton the agenda) <br />20 <br />None. <br />21 <br />b.From the Commission or Staff <br />22 <br />Member Boguszewskireported on recent communications on the Roseville Issues Forum <br />23 <br />(RIF)regarding a citizen question regarding the Owasso Preserve property, where their <br />24 <br />plat was approved by the Planning Commission at their July 9, 2014 meeting for five <br />25 <br />single-family homes.Member Boguszewski advisedthat the concerned citizen had <br />26 <br />observed a perceived “excessive” removal of trees as the site was developing, and <br />27 <br />questioned whether a tree preservation plan had been submitted or whether development <br />28 <br />was in compliance; and was ultimately communicated to staff (City Manager Trudgeon <br />29 <br />and City Planner Paschke).Subsequently, Member Boguszewski advised that the plan <br />30 <br />as submitted was reviewed and progress of the on-site development was found in <br />31 <br />compliance with the current Tree Preservation Plan.Member Boguszewski opined that <br />32 <br />while tactical observation of the site may not appear compliant due toe way the trees <br />33 <br />were laid out and the original density of the site within the property boundaries, and <br />34 <br />considerable scrub brush historically located along the outer edges of the property that <br />35 <br />would not be included in the Tree Preservation Plan and had now been removed.While a <br />36 <br />participant on the RIF, but as a Commissioner, Member Boguszewski expressed his <br />37 <br />interest in confirming that the development was proceeding in compliance and had been <br />38 <br />confirmed by staff’s review.Member Boguszewski thanked Senior Planner Lloyd for his <br />39 <br />prompt response and City Planner Paschke for his follow-up. <br />40 <br />City Planner Paschke advised that tonight’s meeting agenda had changed after initial <br />41 <br />distribution, and noted staff’s removal of Item 5.e entitled, “Project File 0017-Amendment <br />42 <br />24” related to solar energy systems in all zoning districts; and rescheduling that <br />43 <br />discussion to the November 2014 Planning Commission meeting. <br />44 <br />At the request of Member Daire, Mr. Paschke advised that Agenda Item 5.f entitled, <br />45 <br />“Project File 0001, Subdivision Ordinance” would not be discussed, but that the Planning <br />46 <br />Commission would need to open and continue the Public Hearing to the next meeting. <br />47 <br /> <br />
