Intent and Purpose <br />The City of Roseville recognizes that trees are a signi�cant element of the community �iven <br />their beautv (adding color and interest to the urban landscape, and bein� a source of ioy and <br />spiritual renewal for many), their importance to the environment (purifying air and water, <br />helpin� to conserve soil and energv, reduction of noise and energy consumption, and <br />providin� valuable habitat for all kinds of wildlife), and their positive impact on property <br />values (by providin� buffering, protection of privacy, and a unique sense of place within <br />nei�hborhoods). <br />The purpose of this section is to protect and promote this important resource by: <br />1. Ensuring trees are protected when they are most vulnerable: during times of <br />development; <br />2. Establishing reasonable requirements for replacement of significant trees lost due to <br />development; <br />3. Incentivizin� the protection and plantin� of trees at all times for the benefits they <br />provide; <br />4. Instituting plan requirements to ensure tree losses can be identified prior to development, <br />and that adequate replacement plantings will occur followin� land disturbances; <br />5. Providina for fair, effective, and consistent enforcement of the re�ulations contained <br />herein. <br />
