Regular City Council Meeting <br />Monday, April ll, 2016 <br />Page 37 <br />spective was closer to the Rice Street/Larpenteur intersection even though as oth- <br />er data points were reviewed, there were greater needs within the entire "box." <br />Councilmember Laliberte agreed with Councilmember Etten's comments, but al- <br />so with comments focusing from the arinory parcel down the corridor and up to <br />the Margolis area. Councilmember Laliberte noted that this was a big geograph- <br />ical area and questioned if the city could bit off that entire census tract at once, or <br />if it would be better to make significant strides by working with other agencies on <br />smaller bites allowing bigger successes in the end. For those opportunities deeper <br />into Roseville proper, Councilmember Laliberte suggested the city could respond <br />as those situations arose, but reiterated her preference to start off by finding suc- <br />cesses along the Rice Street/Larpenteur corridor. <br />Definin� the Scope/Collaborators for SE Roseville Redevelopment/Reinvestment <br />Mayor Roe opined that collaborators had already been addressed in previous dis- <br />cussions, with the consensus to engage adjacent coinmunities and residents and <br />businesses in those communities as well. <br />Councilmember Willmus agreed, opining that the immediate next step was to <br />chart a path for Roseville and to get started, since people in Roseville had been <br />waiting for generations to revitalize this area, and it needed to be addressed now. <br />Councilmember McGehee agreed, and from the choices, agreed with corridor de- <br />velopment initiative as part of this process. Councihnember McGehee opined that <br />perhaps the planning didn't need to be as expensive as a design Charrette, noting <br />that the Dale Street Process using corridor Development Initiatives (CDI) had <br />proven very effective and resulted in good feedback from the neighborhood. <br />Councilmember Etten agreed with his colleagues, and opined that the process <br />must include the Cities of St. Paul and Maplewood noting that whatever they did <br />iinpacted us and therefore, a great partnership was needed for all. However, <br />Councilmember Etten opined that the City of Roseville needed to be the leaders <br />for any process moving forward, and actively encourage, engage and push those <br />neighborhood coinmunities. <br />Mayor Roe concurred, also noting that whatever Roseville did also affected those <br />neighboring communities. Mayor Roe opined that the key was that Roseville <br />should be the leaders since it was in the position to begin, but also cautioned that <br />Roseville not leave those other communities behind, but involve them in the pro- <br />cess to any extent possible, while still being proactive in Roseville but not too <br />much in the lead that those other communities are left out of the process. Mayor <br />Roe agreed that the process in those communities may take longer or look differ- <br />ent, but suggested in these early phases in identifying the problems, their input <br />was a vital part of the dialogues.
