Regular City Council Meeting <br />Monday, Apri111, 2016 <br />Page 43 <br />Ms. Kelsey responded that appraisals differ between single-family and commer- <br />cial sites. <br />Councilmember Laliberte stated that she was intrigued with this possibility in an <br />area where the city was attempting to ma.ke change, which was hard to do without <br />ownership. Councilmember Laliberte stated she was interested enough to get ap- <br />praisals and determine if there was a more realistic approach available For the 210 <br />parcel. <br />Councilmember Etten spoke in support of an appraisal on the 210 parcel, but per- <br />haps not on the 196 parcel at the lower price and already exainined a part of the <br />HRP. However, Councilmember Etten noted that a much clearer understanding <br />of their value and the city's potential investment was needed. <br />Mayor Roe stated his willingness to spend public dollars on an appraisal to under- <br />stand where the parcels are at. While not saying this was his approval to staff to <br />proceed with acquisition, Mayor Roe did recognize the opportunity since they <br />were on the market now and if the city wanted to lock them up for redevelopment, <br />it would be better to do so. <br />Without objection, Mayor Roe requested that staff order an appraisal on the 210 <br />parcel. <br />In the interest of time, Mayor Roe suggested moving on to discuss the ICO site <br />and perhaps continue this discussion at a future meeting. <br />1681 Rice Street (former ICO Site� <br />In working with City Planner Thomas Paschke, Ms. Collins advised that the cur- <br />rent owner is no longer interested in pursuing this site as another filling station; <br />with current plans for retail under urban design standards pushed up to the corner. <br />Ms. Collins reported that staff was in the final stages of working out access points <br />with the property owner; and anticipated a considerable amount of improvement <br />on the site. <br />At the request of Mayor Roe and Councilmember Willmus, Ms. Kelsey noted her <br />understanding that a demolition permit had been pulled. <br />City Manager Trudgeon noted that the application for demolition created other is- <br />sues and delays with the Fire Department in removal of the existing underground <br />fuel tanks. <br />Mayor Roe opined that this still indicated some progress, and expressed his ap- <br />preciation that the building would be pulled up to the corner and hoped its design <br />would be more compatible with long-term plans versus the situation on Lexington <br />
