Attachment D <br />City of Roseville Draft Tree Preservation Ordinance <br />Planning Commission Public Hearing <br />10-6-15 <br /> <br /> <br />8. <br />Replacement Tree Locations. Required replacement trees shall be planted on the site <br />Commented \[BGA24\]: <br />1 <br />This subsection spells out <br />where replacement trees must be planted. Importantly, <br />being developed unless doing so is deemed to be impractical (i.e. due to lack of space), <br />2 <br />we are currently requiring all plants to be placed on-site <br />inappropriate (available planting areas are not ideal for new plantings or would do little to <br />3 <br />unless a certain condition exists (impractical, <br />inappropriate, or counterproductive). Such a policy should require trees to be <br />planted in front yards or areas highly visible to the public <br />requirements: <br />22 <br />on a given property. <br />a.Must be at least 4 feet in height and staked with posts no less than every 5 feet. <br />23 <br />Commented \[BGA26\]: <br />Tree protection fencing <br />requirements are largely similar to existing requirements. <br />b.Shall be placed around the identified protection zone(s) of trees to be preserved per the <br />24 <br />approved tree preservation plan. <br />25 <br />c.Signs shall be placed along the fence line identifying the area as a tree protection area, <br />26 <br />and prohibiting development activities beyond the fence line. <br />27 <br />2. <br />The tree protection fencing shall remain in place until all grading and construction activity <br />28 <br />is terminated; failure to maintain tree protection fencing shall be grounds for issuance of a <br />29 <br />stop work order. <br />30 <br />3. <br />No equipment, construction materials, or soil may be stored within the identified <br />31 <br />protection zone of any inventoried tree to be preserved. <br />32 <br />4. <br />Care must be taken to prevent a change in soil chemistry due to concrete washout and <br />33 <br />leakage or spillage of toxic materials such as fuels or paints. <br />34 <br />5. <br />Drainage patterns on the site shall not change considerably causing drastic environmental <br />35 <br />changes in the soil moisture content where trees are intended to be preserved. <br />36 <br />Page 9 of 11 <br /> <br />
