Commissioner Slade stated it would be important for the HRC to have a
Commissioner present when there are meetings concerning under-serviced groups
including those receiving public assistance. This would allow the Commission to
address comments and concerns as they are brought forward.
Mr. Greffenberg encouraged the Commission to work with the Lake McCarrons
Association and the Community Engagement Commission regarding human rights
issues.
Old Business
a. Report on January 8 City Council Meeting Discussion
Chair Groff stated his focus had been on having new members appointed to the
Human Rights Commission rather than going into detail about the projects they were
working on for 2016.
Commissioner Christiansen expressed concern that the City Council felt they should
decrease the number of ineetings they have because the HRC is not taking on any
new projects for 2016. She pointed out the HRC has had only 4 members for several
months and they have been working hard to maintain the programs they have and
add new ones when they could.
Commissioner Carey stated the Commission has been waiting to get direction from
the City Council on what projects they would like to see the HRC focus on and with
the limited number of inembers it is difficult to start more projects.
Commissioner Christiansen stated the meetings are helpful in keeping
Commissioners accountable for projects. The Commission does a lot of work off-line
to keep projects moving forward. The HRC is a Commission of Doers" and only
meeting 6 times a year would make it difficult to continue some of the projects.
Ms. Collins stated the City Council had the opportunity to decrease the number of
meetings but had decided to keep it at 1Z meetings per year and this has to do with
them wanting the HRC to continue the events and programs they have done in the
past. When the Commission does more it takes more staff resources and this takes
away from the other duties staff may have. City Manager Trudgeon was factoring
this in when he made the recommendation the HRC meet 6 times per year.
Commissioner Christiansen stated she had volunteered to help Ms. Collins redacting
the essays. The HRC is mindful of staff time.
Ms. Collins stated it is the City's practice to not have volunteers working on
computers that are linked to the City's server and if a Commissioner redacts the
essays then they could not review them.
Commissioner Christiansen suggested the City consider looking into ways they could
utilize volunteers to assist staff. She felt the Commission was being penalized by
suggesting they only have 6 meetings a year.
