Commissioner Carey stated there had not been a push to reduce the number of <br />meetings held by the Community Engagement Commission and she did not agree <br />with this. She asked if the HRC was using more staff hours than other Commissions. <br />Ms. Collins stated the Human Rights Commission is the only Commission that hosts <br />events and this does take staff time to plan and coordinate. She stated her <br />understanding was the City Council was content with the level of programming the <br />HRC does. The City Council's responsibility is to look at the programs and services <br />offered by the City. <br />Chair Groff stated the Commission would continue meeting 12 times a year and the <br />City Council would be filling the open vacancies on the Commission so they can <br />continue their work. The City Council does want the Commission to look at hosting <br />ethnic events but at this time the Commission would not be able to take on more <br />work. <br />b. Continue Discussion of Human Rights Commission, �Scope, Duties and <br />Function' in City Code <br />Ms. Collins stated the City Council would like the Commission to revisit the Formulate <br />Human Relations Program. <br />Chair Groff stated the City Council had been appreciative of the work the <br />Commission had done on the Scope, Function and Duties section of the Ordinance. <br />He stated Councilmember McGehee interpreted the formulating of human relations <br />programs to encompass the programming the Commission has done. He <br />recommended changing clarifying the programs as human rights programs. <br />Ms. Collins stated the City Council has also requested the Commission look at the <br />language in Section 205.02 "...in the affairs of this community by assisting the state <br />department of human rights in implementing the Minnesota Human Rights Act ..." <br />The Council recommended changing this to ��...in the affairs of this community by <br />assisting the state department of human rights in implementing the Minnesota <br />Human Rights Act by advocating and supporting the Act, and advising the City <br />Council..." <br />Commissioner Slade asked if the state department of human rights should be <br />removed because this would not imply a relationship that does not exist between the <br />Commission and the state department of human rights. <br />Chair Groff stated the recommended wording read ��The purpose of the commission is <br />to encourage and advocate for Minnesota Human Rights Act by advising the City <br />Council ..." <br />Ms. Collins stated the word "advocate" suggests this is something that is being <br />lobbied and has not been approved yet. <br />Chair Groff stated the Commission does do continued education for residents to <br />understand the Minnesota Human Rights Act. <br />It was the consensus of the Commission to change line one in Section 205.02 to read <br />"The purpose of the commission is to encourage full participation and uphold the <br />
