EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, State of Minnesota, was held on the 9t�' day of May 2016 at <br />6:00 p.m. <br />The following Members were present: Willmus, Etten, McGehee, Laliberte and Roe; <br />and none were absent. <br />Council Member Willmus introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 11319 <br />A RESOLUTION MEMORIALIZING THE DENIAL OF AN AMENDMENT TO THE <br />COMPREHENSIVE LAND USE PLAN MAP FROM LOW-DENSITY RESIDENTIAL <br />TO HIGH-DENSITY RESIDENTIAL AND A CORRESPONDING REZONING FROM <br />LOW-DENSITY RESIDENTIAL-1 TO HIGH-DENSITY RESIDENTIAL-1 AT 2025 <br />COUNTY ROAD B (PF16-001) <br />WHEREAS, City of Roseville has received a valid application to change the <br />Comprehensive Plan's land use guidance and zoning designation pertaining to the entirety of the <br />subject property, assigned Ramsey County Parcel Identification Number 09-29-23-33-0006; and <br />AND WHEREAS, the Roseville City Council, at its regular meeting on Apri125, 2016, <br />reviewed the applications, the pertinent regulations, and the public record, received additional <br />comments from the applicant and members of the public in attendance, and denied the <br />applications upon the following factual findings: <br />1. Given the high amount of HDR property already existing in the City, amending <br />the Comprehensive Plan and Zoning Code to create additional HDR property is <br />concerning to the City Council. <br />2. Regarding the subject property, an HDR development does not provide an <br />appropriate buffer between differing residential classifications in adjacent <br />properties. <br />3. Low density residential housing is a predominant feature of nearby property on <br />County Road B, the consistency of which would be undermined by permitted <br />HDR on the subject property. <br />4. Existing traffic concerns, such as those created by the sloping grade of County <br />Road B as it approaches Cleveland Avenue, would be exacerbated by permitted a <br />HDR facility at the subject property. <br />5. The current Comprehensive Plan and Zoning Code classifications for the subject <br />property are the result of years' worth of planning and public input and, as such, <br />are not appropriate for amendment, <br />Page 1 of 3 <br />
