INTRODUCTIONS 11 <br /> 12 <br />2. ROLL CALL/PUBLIC COMMENT 13 <br />No public comment at the start of the meeting. 14 <br /> 15 <br />3. APPROVAL OF MINUTES – December 1, 2015 MEETING 16 <br />December 1st minutes approved unanimously. 17 <br /> 18 <br />4. DISCUSS 1716 MARION ST. COMMUNITY PARK PROJECT 19 <br />Kari Collins, Assistant to the City Manager joined the table to lead the discussion. 20 <br /> Brokke introduced the proposed project explaining that the City Council has 21 <br />identified a focus on Southeast Roseville as a high priority for the coming year. 22 <br /> The roll of the Parks & Recreation Commission is to provide advice & make 23 <br />recommendation where appropriate. 24 <br /> Commissioner Heikkila shared his past experiences working with a family in the area 25 <br />and is enthused by this opportunity. 26 <br /> 27 <br />Collins briefed the Commission on how this project has come forward and recognized that it 28 <br />is moving at a fast pace with a short timeline. 29 <br /> 30 <br />Collins introduced Karen Schaub, Roseville Area Schools Director of Community Education 31 <br />and Public Relations. Roseville Area School will serve as applicant and fiscal agent for the 32 <br />US Bank grant for the site amenities. Schaub spoke to how this site has huge potential for 33 <br />creating community and could become a connection site for the residents in the area. 34 <br /> 35 <br />Commissioners inquired into consideration for lighting in the area and community gardens. 36 <br /> 37 <br />Tim O’Brien from Roseville Area Schools responded that a potential site for gardens has 38 <br />been identified on the east side of Rice Street in Maplewood. 39 <br /> 40 <br />Stoner asked for a clarification on the Community Development Block Grant (CDBG). 41 <br /> Jeanne Kelsey, Housing & Redevelopment Authority Executive Director, explained 42 <br />that CDBG funds would be used to purchase the site and site and infrastructure 43 <br />improvements would be funded by other sources. 44 <br /> 45 <br />Commissioner Holt asked whether there was a contingency for the project if the grant 46 <br />applications were not successful in securing the needed funding. 47 <br />Commissioner Doneen inquired into the budget. Collins responded that the US Bank grant 48 <br />could be $50,000. Doneen also commented on the ongoing financial concerns that go along 49 <br />with capital improvements for the upkeep & maintenance. 50
