As part of that redesign, Mr. Freihammer noted the <br /> 83 intent would be to improve directional flow and vacation of the Terrace Drive <br /> 84 dead-end at Snelling Avenue. At the request of Chair Cihacek, Mr. Freihammer <br /> 85 revised the notification and public hearing process for vacating a road and <br /> 86 whether or not an easement may be retained by the city. <br /> 87 <br /> 88 Further discussion ensued related to the proposed design and restriping a center <br /> 89 turn lane, anticipated volume increase in projected modeling, but not sufficient <br /> 90 enough to warrant a signal, and brief consideration of but eventual lack of <br /> 91 feasibility determined for considering a roundabout for the area. <br /> 92 <br /> 93 Mr. Freihammer advised that the intended improvements would be to equalize <br /> 94 traffic between County Road C-2 and Lydia Avenue, and hopefully pull some <br /> 95 traffic from Lydia Avenue by increasing left bound capacity with a double left <br /> 96 turn. As part of the redesign, Mr. Freihammer noted that, since MnDOT has <br /> 97 signal light replacement scheduled in 2019, the project may occur in a phased <br /> 98 design until the installation of that light, since the city is responsible for the cost <br /> 99 of half of the signal. Mr. Freihammer clarified that prior to any final design—if <br /> 100 and when the City Council approves the project—there would be neighborhood <br /> 101 meetings held to garner their input on any proposed design. <br /> 102 <br /> 103 Lexington Avenue/Highway 336 Bridge Replacement Project <br /> 104 Mr. Freihammer provided a brief update on the MnDOT bridge construction <br /> 105 project, noting that ramps are currently closed, with Lexington Avenue scheduled <br /> 106 for closure May 31, 2016. <br /> 107 <br /> 108 Discussion ensued regarding specific dates for closure of adjacent ramps, with <br /> 109 none yet identified by staff, as MnDot rebuilds and/or closure of the Hamline <br /> 110 Avenue and Dale Street ramps onto westbound Highway 36. Staff assured the <br /> 111 PWETC that they would pass on the information to the public and PWETC as <br /> 112 soon as the information became available and during phases of the projects. <br /> 113 <br /> 114 Mr. Freihammer announced the kick-off of the Metro Transit A-Line BRT Project <br /> 115 on June 11, 2016, highlighting the new Roseville service. <br /> 116 <br /> 117 Recycling Contract RFP <br /> 118 At the request of Chair Cihacek, Mr. Freihammer reported on the City Council's <br /> 119 vote to authorize the Recycling Contract Request for Proposals (RFP)with the <br /> 120 required pre-bid meeting held earlier today with potential proposers and Public <br /> 121 Works Director Culver and Environmental Engineer Johnson, with 4-5 <br /> 122 contractors in attendance and allowing 2-3 weeks for submission and anticipated <br /> 123 approval in late May or early June. <br /> 124 <br /> 125 Solar Project <br /> Page 3 of 17 <br />
