Mr. Trudgeon opined that some of the dates in the timeline shown <br />in the update may be somewhat aggressive, and suggested the City Council may <br />wish to consider a Special City Council Meeting or separate Economic Develop- <br />ment Authority (EDA) meeting in May beyond a regular meeting to allow more <br />intense discussion over the next six weeks. <br />Discuss Roseville Economic Development Strategy – Phase I <br />c. <br />Mayor Roe recognized Interim Community Development Director Kari Collins, <br />who in turn introduced Ms. Janna King, recently hired as an Economic Develop- <br />ment consultant to the city specific to review economic development needs for the <br />city. <br />Janna King, Economic Development Services, Inc. <br />Ms. King stated that the first place to address potential development of strategies <br />to help navigate is to start by listening to the City Council and their individual and <br />corporate ideas. Ms. King referenced a bench handout provided and attached to <br />this RCA providing examples of other communities and sharing of fiscal implica- <br />tions of particular development types and ways to influence tax density in a com- <br />munity. Ms. King suggested this may help the city get a handle on the budget if <br />particularly interesting or adaptable programs appealed to them. <br />Ms. King noted that this process and discussion is intentionally tied into the City <br />of Roseville’s budget process, and reviewed the steps she had taken to-date in- <br />cluding a citywide tour with staff last week. <br />Ms. King provided a discussion guide (Attachment A) for this Phase I scope that <br />asked a series of questions for response by the City Council. <br />What do you think are the three most important economic development is- <br />sues or opportunities for Roseville over the next 18 months? <br />Councilmember Etten <br />Councilmember Etten stated the three areas lagging and needing revitalization <br />from his perspective were: <br />1)SE Roseville in addition to west along Larpenteur Avenue and north along <br />Rice Street where housing and businesses are not at the same level as other ar- <br />eas in Roseville. <br />2)Positive clean-up or redevelopment of brownfields outside the Twin Lakes <br />Redevelopment Area; and identifying other ways to encourage a positive <br />turnover and use for those areas by upgrading them for the benefit of the <br />community. <br />3)Investment in housing stock throughout the community, noting a number of <br />programs developed and used by the former Housing & Redevelopment Au- <br />thority (HRA), recognizing the need to continue encouraging investments and <br /> <br />
