Regular City Council Meeting <br />Monday, May 16, 2016 <br />Page 12 <br />Mr. Culver briefly summarized this item, noting it would be incorporated in the <br />comprehensive plan update accordingly. <br />Human Capital <br />Increased Volunteer Reco�nition Efforts AND Volunteer Mana�ement Software <br />Su�port <br />City Manager Trudgeon reviewed volunteer manageinent software, not included <br />as a budget line itein at this time, but his intent to include it as such for better <br />tracking. <br />Enhanced Emblovee Tuition Reimbursement Program AND Enhanced Emplo ��ee <br />Traininp & Development Resources <br />City Manager Trudgeon noted this involved only an estimated $5,000 in resources <br />for employee incentives for personal development beyond on-the job training, and <br />to enhance employee training. <br />From a hypothetical perspective, Councilmember Willmus asked what a typical <br />scenario was for employee training and development, as far as degrees. <br />City Manager Trudgeon noted that may involve an employee pursuing a Masters <br />Degree within their chosen field or to finish their Associates of Arts Degree; but <br />noted with a total reimbursement per employee limited to $1500 annually, it was <br />intended to encourage employees to improve themselves, in addition to other fi- <br />nancial resources that might be available to them. Obviously when investing in <br />einployees, Mr. Trudgeon stated the desire was that they stay employed and use <br />those slcills, but the reality may be that they don't remain employed for long after <br />advancing their education. Mr. Trudgeon stated that was one reason to limit the <br />amount of money available for that advanced education. <br />Councilmember Willmus stated that he felt strongly that, if that incentive was of- <br />fered, a component of it be a commitment by the employee to a certain amount of <br />time — whether through loans or grants for education purposes as done by some <br />federal government programs. Councilmember Willmus opined he was not into <br />having the city become an educational stepping stone far future advantages else- <br />where. <br />City Manager Trudgeon stated that typically, this had not been the city's experi- <br />ence, but recognized it was a possibility, and offered to look into Councilmember <br />Willmus' point. <br />Administrative Office Assistant (�art-time� <br />City Manager Trudgeon advised that this part-time position at 20 hours per week <br />would be intended to provide basic clerical support. With continued mandates for <br />the Human Resources Department to provide healthcare reporting, including over- <br />turn of employees and individual employee benefits, Mr. Trudgeon advised that <br />
