Regular City Council Meeting <br />Monday, May 16, 2016 <br />Page 26 <br />Regarding fee-supported as well as tax-supported categories to be included in the <br />article information, Mayor Roe and Councihnembers were all supportive and staff <br />was so directed in visual format as well as in narrative format. <br />Mayor Roe suggested City Manager Trudgeon and Communications Manager <br />Bowman provide their expertise in how best to present the infonnation. <br />Discussion ensued on how to present the information graphically, whether or not <br />to include median home values and whether or not to include that in this new <br />format; with Finance Director Miller recognizing the intent. <br />Specific to the simple graphics, Mayor Roe clarified for staff that the intent was <br />not for the postcard but in the article with detail, context and graphics included. <br />Recess <br />Mayor Roe recessed the meeting at approximately 8:51 p.m., and reconvened at approximately <br />8:58 p.m. <br />15. Business Items — Presentations/Discussions <br />a. Zoning Notification Policy <br />City Planner Thomas Paschke briefly summarized staff's recommendations as de- <br />tailed in the Request for Council Action dated May 16, 2016. Mr. Paschke re- <br />viewed various components as highlighted and staff's recommendations. <br />Regarding open house notices (lines 22 — 39), Mr. Paschlce advised that staff's <br />recommendation is to take that notice process under the Community Development <br />Department realm and control to provide better detail and more consistency ver- <br />sus the current hit and miss process depending on developers and specific devel- <br />opments. <br />At the request of Mayor Roe, Interim Community Development Director Kari <br />Collins confirmed that the costs will still be paid for by the developer as part of <br />the application process and remain entirely fee supported. <br />As noted, staff recommended incorporating these recommendations as part of a <br />pilot program for future review prior to permanent implementation. <br />Mr. Paschke further reviewed renter notifications based on the in-house database <br />now available (lines 40-45). <br />At the request of Councilmember Willmus, Mr. Paschke advised that for com- <br />mercial buildings, due to the frequency of turnover for office/warehouse uses, de- <br />livery would be made to the generic suite or unit number versus a specific tenant <br />of record. <br />
