REQUEST FOR COUNCIL ACTION <br /> Date: May 23, 2016 <br /> Item No.: 8.d <br />Department Approval City Manager Approval <br /> <br />Item Description: Approve Terms of 2016 2018 IUOE Local 49 Maintenance Contract <br />B <br />ACKGROUND <br />1 <br />The City of Roseville has four collective bargaining units, the Police Sergeants - Teamsters; Police <br />2 <br />Officers- LELS; Maintenance Workers - IUOE Local 49, and the Fulltime Firefighters - IAFF. With <br />3 <br />approval of this contract all contracts are settled through at least 2017. <br />4 <br /> <br />5 <br />This report is for the Local 49 maintenance unit, which has 30 city employees participating in the <br />6 <br />bargaining unit. They perform a variety of maintenance duties in the Public Works and the Parks <br />7 <br />and Recreation Departments. The City and the union have a tentative agreement and the contract <br />8 <br />terms will be implemented upon ratification of this contract. <br />9 <br /> <br />10 <br />The City and union reviewed and compared 10 other maintenance contracts in the metro area to <br />11 <br />negotiate this contract, as well as making internal comparisons. <br />12 <br /> <br />13 <br />City staff and union members from the Local 49 have met and found common ground through <br />14 <br />mediation for a settlement on a contract that spans three years. The membership has voted to accept <br />15 <br />the contract terms with implementation upon City Council approval and effective upon ratification. <br />16 <br />The following are the highlights of the contract: <br />17 <br /> <br />18 <br />CONTRACTDURATION: <br /> <br />19 <br />3 years from 1/1/16 - 12/31/18 <br />20 <br /> <br />21 <br />WAGES&LONGEVITY: <br /> <br />22 <br />The City will provide a wage COLA for of the years of the contract as follows: <br />23 <br /> <br />24 <br /> <br />1/1/16 increases all Local 49 union classifications by 2%. <br />25 <br /> <br />1/1/17 increases all Local 49 union classifications by 2.75%. <br />26 <br /> <br />1/1/18 increases all Local 49 union classifications by 2.75%. <br />27 <br /> <br />28 <br />For 2018 wages ONLY: <br />29 <br /> <br />30 <br />31 <br />or above an adjustment to wages will occur to meet that of the average for the COLA. As an <br />32 <br />example, if the average comes in at 3% after all settlements are in then all unit members will receive <br />33 <br />Page 1 of 2 <br /> <br />
