<br />f.Final plat approval shall not be issued without approval of a tree preservation plan, <br />21 <br />accounting for any changes to grading, utility, or storm water plans not yet anticipated, by the <br />22 <br />Community Development Department. <br />23 <br />FPA <br /> <br />INAL LAT PPLICATION <br />24 <br />The final plat documents, included with this RCA as Exhibit A, conform to the approved preliminary <br />25 <br />plat with respect to the arrangement and size of lots, dedications of rights-of-way, and drainage and <br />26 <br />utility easements, all of which conform to the applicable standards of the subdivision code. The <br />27 <br />conditions of preliminary plat approval have all been satisfied as follows: <br />28 <br /> <br />a. <br />The Public Works Department shall approve easements, grading and drainage, storm water <br />29 <br />management, and utility requirements as necessary to meet the applicable standards prior to <br />30 <br />the approval of the final plat or issuance of permits for site improvements. <br />31 <br />Public Works staff has approved these plans and easements as proposed. <br />32 <br /> <br />b. <br />A Public Improvement Contract pertaining to the construction, dedication, and warranty of <br />33 <br />public infrastructure as detailed in this report shall be prepared by the applicant and reviewed <br />34 <br />by the City for approval concurrent with the final plat. <br />35 <br />The Public Improvement Contract will be on the same April 25 agenda for City Council <br />36 <br />review and approval. <br />37 <br /> <br />c. <br />The width of the proposed street shall not be less than 32 feet. <br />38 <br />39 <br />40 <br />conform to this standard. No further action is required to satisfy this condition. <br />41 <br /> <br />d. <br />Permits for site improvements shall not be issued without evidence of an approved permit <br />42 <br />from the watershed district. <br />43 <br />The Ramsey-Washington Metro Watershed District has given its preliminary approval of the <br />44 <br />plans, which is typical of this stage of development; this condition is satisfied, but approved <br />45 <br />permits are still required. <br />46 <br /> <br />e. <br />Pursuant to §1103.07 of the City Code and the February 29, 2016, meeting of the Roseville <br />47 <br />Parks and Recreation Commission, the City Council will accept park dedication of cash in <br />48 <br />lieu of land. Because the proposed 17-lot plat would create 14 new building sites in the <br />49 <br />subject land area and the 2016 Fee Schedule establishes a park dedication amount of $3,500 <br />50 <br />per residential unit, payment of the $49,000 park dedication shall be made by the applicant <br />51 <br />before the signed final plat is released for recording at Ramsey County. <br />52 <br />This condition does not require any specific action at this time, but is recommended as a <br />53 <br />condition of final plat approval. <br />54 <br /> <br />f. <br />Final plat approval shall not be issued without approval of a tree preservation plan, <br />55 <br />accounting for any changes to grading, utility, or storm water plans not yet anticipated, by the <br />56 <br />Community Development Department. <br />57 <br /> consulting arborist has reviewed and preliminarily approved the tree <br />58 <br />preservation plan, which is typical of this stage of development; a letter from the arborist <br />59 <br />documenting the approval and his comments is included with this RCA as Exhibit B.
