REQUEST FOR COUNCIL ACTION <br /> Date: April 25, 2016 <br /> Item No.: 14.a <br />Department Approval City Manager Approval <br /> <br />Item Description: Wheaton Woods Public Improvement Contract Approval <br />B <br />ACKGROUND <br />1 <br />The City Council approved the Preliminary Plat for Wheaton Woods on March 28, 2016. The <br />2 <br />proposed Wheaton Woods Plat consists of 17 single family lots (11 LDR-1 lots and 6 LDR-2 <br />3 <br />lots) <br />4 <br />The Developer, Golden Valley Land Development Company, Inc. has worked with the City to <br />5 <br />develop the Public Improvement Contact for the new infrastructure that is needed to serve the <br />6 <br />new development. The new public infrastructure includes; public street and curbing, bio- <br />7 <br />retention ponds, sanitary sewer lines, watermain lines and hydrants, and storm sewer lines with <br />8 <br /> <br />structures.The City would maintain all of these public improvements upon final acceptance. <br />9 <br />D <br />ISCUSSION <br />10 <br />In order to serve the lots in the plat, the following public improvements need to be made. The <br />11 <br />detail of such improvements are specified in the Public Improvement Contract (Attachment A) <br />12 <br />and shown in the plans (Attachment B) and are summarized as follows; <br />13 <br /> <br />1.Site Grading and Turf Restoration: The Developers shall grade the Property in <br />14 <br />accordance with the City approved Grading, Drainage and Erosion Control Plan. Site <br />15 <br />grading improvements shall include common excavation, subgrade correction, <br />16 <br />embankment and pond excavation. The Developer shall perform turf restoration on the <br />17 <br />Property which shall include seeding, mulching and erosion control. <br />18 <br /> <br />a.The Developer shall submit to the City a site grading and drainage plan for the <br />19 <br />entire Plat acceptable to the City showing the grades and drainage for each lot <br />20 <br />prior to installation of the improvements. <br />21 <br /> <br />b.The Developer shall furnish the City Engineer satisfactory proof of payment for <br />22 <br />the site grading work and shall submit a certificate of survey (as-constructed <br />23 <br />survey) of the development to the City after site grading, with street and lot <br />24 <br />grades. <br />25 <br /> <br />c.All improvements to the lots and the final grading shall comply with the approved <br />26 <br />grading plan. <br />27 <br /> <br />2.Street Improvements: The Developer shall construct all streets shown on the Plat in <br />28 <br />accordance with the Public Improvement Construction Plans.
