RPCA Attachment B <br />ComprehensivePlanUpdate <br />City of Roseville, Minnesota <br />1. Introduction <br />The City of Roseville is requesting a proposal from consulting teams experienced in long-range land <br />use, housing, and economic development/redevelopment, park and open space, transportation, and <br />water resource planning to update its Comprehensive Plan. Roseville is located within the <br />jurisdiction of the Metropolitan Council and must submit an updated Comprehensive Plan to the <br />Council for review by December 31, 2008 2018. <br />Roseville faces the challenges of an older, first-ring suburb, such as aging building stock, <br />demographic shifts, and increasing competition from new suburban development. Yet many <br />potential opportunities are afforded by our unique position within the metropolitan area. The <br />Comprehensive Plan Update will strive to identify land use, housing, and economic development <br />policies and implementation techniques to promote equity, preparedness for a changing climate, <br />good health, quality residential renovation, creative infill projects, and innovative commercial and <br />industrial redevelopment to allow the community to prosper into the future. <br />The City of Roseville is requesting proposals from three consulting teams based on the qualification <br />submitted through the City’s Request for Qualification’s Process. <br />2. Comprehensive Plan Elements <br />Roseville’s existing Comprehensive Plan is approximately 1,500 pages, which includes a large volume <br />of appendices that may or may not have been adopted into the plan. Generally, the City is in need of <br />guidance as to the structure of the Comprehensive Plan as well as updating the goals and policies <br />within each section. Our desired outcome is to createa document that will be easily usable and <br />understandable by elected officials, staff, residents, and developers. <br />Our desired outcome is to improve upon a document that will be easily usable and understandable <br />by elected officials, staff, residents, and developers.Each section of the existing Comprehensive <br />Plan is in need of differing levels of revision, ranging from full rewrites to that of minor edits and <br />improved formatting consistency.; City staff has reviewed each of the chapters in the existing plan <br />and has identified sections that require consultant-led assistance. (This was a cursory analysis and it <br />is anticipated that upon review of the existing plan, each consulting team will provide its insight as to <br />the best method to implement plan revisions.) The following describes the extent to which staff <br />anticipates the need for consultant assistance in revision for upgating each section of the plan. <br />Moreover, all updates should account for changes in physical development and community <br />preferences over the past decade, and the goals and policies in these elements should be developed <br />through a lens of intentionally seeking to improve equity, health, and the ability to adapt to climate <br />change. <br />City of Roseville, Minnesota 1 of 5 June 15, 2007August 29, 2016 <br />Page 1 of 5 <br /> <br />
