RPCA Attachment B <br />Background, Policies, and Objectives:At this time, city staff feels that this section of the <br />Comprehensive Plan could be undertaken internally with some limited assistance from the <br />consultant. <br />Land Use Plan: Staff determined that this section is in need of a complete rewrite and would look <br />to the consulting team to lead this effort. This would include examining how the City defines it <br />current and future land uses and the best method by which to analyze sub-areas. <br />Transportation: As with the Land Use Plan, the staff analysis concluded that the preparation of the <br />Transportation Plan was beyond what could be sufficiently conducted “in house.” Updating this <br />section is believed to require considerable consultant assistance. <br />Housing and Neighborhood Plans: The City of Roseville has a Housing and Redevelopment <br />Authority (HRA). Over the years, the HRA has taken the responsibility of developing the City’s <br />Housing Plan. Upon a brief analysis, staff feels that this plan can be updated with minimal assistance <br />from the consultant team. <br />Economic and Redevelopment Plan: This section needs to be completely overhauled with <br />consultant assistance. The consultant should be prepared to provide suggest “best practices” for the <br />development of this section. <br />Environmental Protection Plan: The Resource Protection Plan combines both the Metropolitan <br />Council’s Water Resource Plan and the Resource Protection Plan. Staff felt that the water-related <br />sections could be updated internally with assistance of the consultant where as the general natural <br />resource section needs to be expanded with additional assistance from the consultant. <br />Parks Plan: The Parks Plan is relatively up-to-date, and the consultant team will be asked to ensure <br />consistency between this section and rest of the Comprehensive Plan. The Park and Recreation <br />Department anticipates undertaking an update of the Parks System Master Plan after the completion <br />of the Comprehensive Plan. <br />Community Facilities: This section includes both the Sanitary Sewer Plan and Water Supply Plan. <br />Generally, staff felt that this section could be updated internally with some consultant assistance. <br />Implementation Plan: Currently the Implementation Plan is a series of plan summaries and <br />appendices. Under the guidance of the consultant, this section is need of significant revision. <br />Introduction and Vision for Roseville: Evaluate the continued validity of the established vision <br />statements of Imagine Roseville 2025 and the 2030 Comprehensive Plan, and update them as <br />appropriate. <br />Community Context: Update to reflect recent physical development in the city and the <br />demographics of the current population as well as the current projections of Roseville’s future <br />population. <br />Land Use:Evaluate the suitability of the current land use categories and goals, and update as <br />necessary. Identify parcels or areas with inappropriate land use designations and give them new <br />guidance for their future use and development.
