City of <br />�J, <br />�� Minnesota, USA <br />Regular City Council Meeting Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, July 11, 2016 <br />1. Roll Call <br />Mayor Roe called the meeting to order at approximately 6:00 p.m., declaring a quorum of <br />three members present. Voting and Seating Order: McGehee, Willmus, Laliberte, Etten, <br />and Roe. City Manager Patrick Trudgeon and City Attorney Mark Gaughan were also <br />present. Councilmember Etten arrived at approximately 6:07 p.m. and Councilmember <br />Willmus arrived at approximately 6:18 p.m. <br />2. Pledge of Allegiance <br />3. Approve Agenda <br />As a point of personal privilege, Mayor read a statement related to recent events in Fal- <br />con Heights, MN, and the States of Louisiana and Texas, offering condolences to victims, <br />their families, and the respective communities involved. Mayor Roe recognized the <br />community support evident after these events and the challenges represented and oppor- <br />tunities for construction discussion to find solution. Mayor Roe encouraged positive ver- <br />sus diverse dialogue; and expressed personal honor and support of law enforcement per- <br />sonnel. Mayor Roe asked that all parties inclusively dedicate themselves to finding a so- <br />lution until the hard work is done in solving such diverse issues. <br />Councilmember Etten arrived at this time and requested removal of Item 8.e from the <br />Consent Agenda for separate consideration. <br />McGehee moved, Laliberte seconded, approval of the agenda as amended. <br />Roll Call <br />Ayes: McGehee, Laliberte, Etten, and Roe. <br />Nays: None. <br />4. Public Comment <br />Mayor Roe called for public comment by members of the audience on any non-agenda <br />items. <br />a. Rita Mills, Representing the Roseville Area League of Women Voters <br />(LW� <br />Ms. Mills stated that the LWV shared the same thoughts as those expressed by <br />Mayor Roe. <br />Ms. Mills read a prepared statement related to the recently-completed LWV's fi- <br />nal report on their year-long study of police services provided in Roseville, <br />Maplewood, Little Canada, Falcon Heights and Lauderdale. Ms. Mills reported <br />that the report involved data collected and interviews of Police Chiefs and the <br />
