Regular City Council Meeting <br />Monday, July 11, 2016 <br />Page 11 <br />Roll Call <br />Ayes: McGehee, Willmus, Laliberte, Etten, and Roe. <br />Nays: None. <br />Mayor Roe apologized for neglecting to offer a chance for public comment and <br />offered an opportunity for public comment on this ordinance and policy, with no <br />one appearing to speak. <br />Etten moved, Willmus seconded, adoption of Resolution No. 11335 (revised At- <br />tachment D) entitled, "A Resolution Establishing a Policy Regarding Tree Re- <br />placement Options Addressed in Section 1011.O5.J8.A and B of Roseville Zoning <br />Code (PROJ0017, Amendment 27); amended as follows: <br />• Item 3, Line 43 <br />Correct to read: "...private [propertyJ within %2 mile..." <br />• Item c, Line 46-47 <br />Correct to read: "Consideration shall be given to broadening the expendi- <br />ture radius if �' J[it is difficult to find tree locationsJ <br />within the 1/z mile radius " <br />• Item d, Lines 48 — SI <br />Correct to read: "The Planning Division will work with [��,�t�a�si <br />[property owners involvedJ in the off-site tree planting component..." <br />"These bids will be reviewed...will be a component of the Council[`]s ap- <br />proval process. Private Hydrant & Sump Pump Ordinance Amendments <br />City Engineer Jesse Freihammer was available for this presentation, as detailed in <br />the RCA for recommended ordinance updates. Mr. Freihammer provided updates <br />and modifications made by staff since the last discussion with City Council, in- <br />cluding additional information since that time. <br />Sump Pump Ordinance — Section 802 (Sewer Use and Regulations) <br />At the request of Councilmember McGehee, Mr. Freihammer clarified that staff <br />was suggesting no fee for appeal, and that a 30-day timeframe for the initial staff <br />ruling on a waiver seemed reasonable from staffl s perspective, while allowing <br />some flexibility for more complicated situations (e.g. survey work) or additional <br />staff time that may be required to resolve specific situations. <br />
