Approve a Resolution to Accept the Work Completed, Authorize Final Pay- <br />ment, and Commence One-Year Warranty Period on the St. Croix Lift Sta- <br />tion Project <br />Willmus moved, Etten seconded, adopted Resolution No. 11334 (Attachment A) <br />entitled, "Final Contract Acceptance — St. Croix Lift Station;" accepting work <br />completed, starting the one-year warranty period, and authorizing final payment <br />in the amount of $64,618.98. <br />Roll Call <br />Ayes: McGehee, Willmus, Laliberte, Etten, and Roe. <br />Nays: None. <br />9. Consider Items Removed from Consent <br />e. Comprehensive Surface Water Management Plan Update <br />At the request of Mayor Roe, City Manager Trudgeon briefly reviewed this item <br />as detailed in the RCA and related attacliments, dated July 11, 2016. <br />Councilmember Etten advised that he had spoken with staff about this item earlier <br />today, but wanted to bring up one component of this proposed plan update. <br />Councilmember Etten expressed his interest in a specific area addressing ponds, <br />lakes and water quality within those area water bodies, whether shared or within <br />the confines of Roseville. Councilmember Etten noted his intent was to ensure <br />the City of Roseville was doing its part in working cooperatively with area water- <br />shed districts in addressing those issues. <br />Councilmember McGehee seconded that interest; noting her observations with <br />Langton Lake and the condition of the lake compared to that of the last eight <br />years in which she'd been involved in taking samples. <br />Councilmember McGehee sought additional comment from staff on the enormous <br />disparity between bids when the evaluation criteria and process appeared to be <br />similar in all categories. <br />Assistant Public Works Director Jesse Freihammer responded that the scope of <br />work for those engineering services was intentionally left open-ended to allow <br />bidders to propose ideas, improvements and additions to the city's Comprehen- <br />
