Regular City Council Meeting <br />Monday, July 25, 2016 <br />Page 26 <br />they were finding themes in regional feedback related to stewardship (e.g. Green <br />Step Cities participation) to encourage cities to be good environmental stewards. <br />Related to posterity, Mr. Lloyd stated he considered that related to well- <br />functioning economies, and Economic Development Authority (EDA) efforts of <br />late to create a business-friendly environment (business retention). <br />Specific to equity, Mr. Lloyd stated this was making sure people in the communi- <br />ty were provided with more choices for numerous elements in their lives. <br />While unable to specifically address livability, Mr. Lloyd suggested there may be <br />examples provided in the Thrive Outcome models. <br />Mr. Lloyd advised that sustainability involved more environmentally-focused <br />communitywide efforts. <br />Mr. Lloyd advised that there was a much longer list previously discussed with the <br />City Council and Planning Commission; and as one commissioner had mentioned, <br />these five MSP outcomes represented many of the things already being talked <br />about in the community. Therefore, Mr. Lloyd advised that staff summarized the <br />list for evaluation of what planning Roseville was already involved in, even <br />though it may not be explicitly noted most of the time. By including these ele- <br />ments, Mr. Lloyd opined that overall it improved the comprehensive plan and <br />showed the community's commitment to the broader strong, thriving region, as <br />well as to the City of Roseville itsel£ Mr. Lloyd noted this could provide a theme <br />during development of the comprehensive plan and address city and area health in <br />general. <br />Mayor Roe noted there was quite a bit of information on the Metropolitan Coun- <br />cil's website about Thrive MSP 2040. <br />Councilmember McGehee stated those five items should be incorporated into the <br />community vision as well as the comprehensive plan and be used in all areas. <br />Councilmember McGehee opined that sustainability involved financial interests <br />as well as environmental interests, and also included livability. Councilmember <br />McGehee further opined that the majority of the Imagine Roseville 2025 goals <br />and strategies were included in the previous comprehensive plan update. Coun- <br />cilmember McGehee stated she didn't see the community surveys or community <br />care values having changed that much; and as this update moves forward, it pre- <br />sents a vision that should include these five elements. In her reading of those <br />items included on page 4, Councilmember McGehee noted it was suggested a <br />consultant would be hired if ineeting certain requirements; but opined the com- <br />prehensive plan update should go beyond simply meeting requirements. <br />
