Regular City Council Meeting <br />Monday, July 25, 2016 <br />Page 27 <br />Ms. Collins clarified that the intent of including these criteria in the RFP was to <br />make sure the city found a consultant familiar with MSP 2040 Outcomes; but to <br />what degree they actually shaped the final product would come out of public <br />comment opportunities. <br />Mayor Roe agreed those MSP 2040 Outcomes were implicit, and under the next <br />layer below the surface; and if the comprehensive plan talks about these elements <br />in a broader, more regional scope, it would be looked upon favorably by the Met- <br />ropolitan Council. <br />Section C Other Plannin� Elements Page 5 <br />Councilmember Laliberte noted the need to also focus on other areas in this sec- <br />tion. Councilmember Laliberte referenced the joint meeting of the City Council <br />and Planning Commission at which time discussions were held on the compre- <br />hensive plan update, and apparent focus on the technical update. When discus- <br />sion involved other elements, such as proximity to grocery stores, etc., Coun- <br />cilmember Laliberte noted there was no interest in delving that deep into updating <br />the comprehensive plan. Councilmember Laliberte noted the many differing <br />opinions across the region on Thrive MSP 2040, and opined that she found in- <br />cluding that deviated from past discussions about what the update should include. <br />Councilmember Laliberte asked for more comment from her colleagues; and <br />asked if the Thrive MSP 2040 was incorporated, the city's comprehensive plan <br />became a regional planning effort, while previously the City Council chose not to <br />discuss Thrive even though it affected the city, unless it just never got around to <br />doing so. Councilmember Laliberte noted it was a huge document that she wasn't <br />sure should be included without a full discussion, since she didn't think that was <br />the initial direction in which the update was intended. <br />Councilmember Etten agreed there were specific things that the City Council <br />didn't previously flesh out, but suggested using the Thrive MS 2040 as another <br />lens for the consultant to be aware of in the process. Councilmember Etten <br />opined that awareness was different than incorporating them as goals; and there- <br />fore he was comfortable with them remaining in the RFP. Councilmember Etten <br />further opined that they provided a broad picture of how things are looked at and <br />how they've ultimately framed. <br />Councilmember McGehee stated she was also comfortable leaving them in, as <br />noted by Councilmember Etten, they provided an additional lens and may only <br />involve updating little pieces for mechanical approval and provided things to keep <br />in mind as part of protecting city residents and being responsible citizens of the <br />broader region. <br />Councilmember Willmus stated he looked through the lens of things the city was <br />already doing, as noted by Mr. Lloyd, rather than embracing the whole of Thrive <br />MSP 2040. <br />
