Well <br />492 Noting staff considered water and sewer infrastructure of high importance, <br />493 Member Lenz asked that staff not lose sight of the importance of bus shelters in <br />494 the community, even though they may be less life -critical elements of the city's <br />495 infrastructure. <br />496 <br />497 Mr. Culver duly noted that observation; and clarified staff s importance with the <br />498 water and sewer funds was due to their status of being Enterprise Funds, always <br />499 more challenging to fund. Mr. Culver noted the huge needs remaining in <br />500 addressing storm sewer issues in the community; andvhile some interfund loans <br />501 had been done in the past from the water or sanitary sewer funds, those funds <br />502 were "siloed" and often made it difficult to prioritize one asset over another, while <br />503 funding from the General Fund was easier to address (e.g. streets, retaining walls, <br />504 fences, trails, etc.). For those categories, Mr. Culver noted the city could look <br />505 between different asset categories and needs based on their importance. <br />506 IF <br />507 Member Trainor opinioned this document was a terrific product and very <br />508 impressive; and stated he looked forwarVPWEand <br />oving ahead with it. <br />509 AM- IV <br />510 7. City Council Joint Meeting Review <br />511 Based on the recent joint meeting of theCity Council,Mr. Culver <br />512 reported staff had drafted a proposed work plan of items, as detailed in <br />513 Attachment A (lines 15 — 21), showing initial areas of interest and, while other <br />514 priorities may come up during the year. Mr. Culver opined the dialogue from the <br />515 meeting minutes showed good discussion, and he didn't see any particular items <br />516 outside those areas brou t up for the PWETC to expend any additional time on. <br />517 <br />518 Pending negotiation of the Recycling contract and the organics recycling option, <br />519 Chair Cihacek suggested removing that item from the work plan for the upcoming <br />520 year. <br />521 <br />522 Mr. CulveNnotee Nwaopportunity if the PWETC wanted to recommend <br />523 the city expand drop-off locations for organics; and advised staff would work with <br />524 Eureka to manage them accordingly, whether at the city's compost site or with a <br />525 City Hall drop off site. Mr. Culver noted both came with their own challenges, <br />526 but suggesteiscussion in the future. <br />527 <br />528 Chair CihacekWtede wasn't clear on where to move forward with sewer and <br />529 water services, since recommendations of the PWETC had not been found <br />530 satisfactory to the City Council at this point. Other than small options and bid <br />531 alternatives for lining laterals, Chair Cihacek questioned what was left to address <br />532 that hadn't already been done. <br />533 <br />534 In response, Mr. Culver noted the presentation done over the last year by Paul <br />535 Pasko and the City Council, and based on the City Council's initial feedback, <br />536 reported there was some interest in exploring some programs offered currently by <br />Page 12 of 19 <br />
