Task 5: Development of Draft and Final Plan Document <br />Deliverables <br />Much of the background information contained in the plan sections relating <br />to land and water resources inventory,goals and policies, and the issues <br />assessment sections is in good standing and will simply be updated to <br />reflect new ideas and information. The implementation program section will <br />need additional work to ensure consistency with the watershed district plan <br />updates and emerging issues in the past few years. We will complete an initial <br />review of the entire document with track changes and add comments where <br />input from specific staff or discussions with the TAC are needed to clarify <br />and update the contents. <br />Most plans are delivered today as an electronic document that is posted <br />on a city's web site. This type of plan may be traditional but it likely is not <br />responsive to the post -planning needs of City staff or the public. Creating <br />a truly interactive plan version was one of the final steps planned during <br />our work on the 2013 plan update, but this was put on hold at the request <br />of the City to allow the City's overall IT system updates to be completed. In <br />addition to updating the required content and weaving new and innovative <br />stormwater management approaches into the plan, our team will set the <br />Plan apart by delivering a more interactive format to make it more available <br />and accessible to today's public and development community. More details <br />regarding the development of an interactive plan version can be found in the <br />following Project Tasks section. <br />Task 6: Follow -Through on Approvals <br />SEH understands that short-term responsiveness involves developing <br />a plan that delivers the specific goals of the community while meeting <br />the regulatory requirements of the Metropolitan Council and the three <br />watersheds that overlay the City. There are no special tools or approaches <br />for the short-term aspect of plan approval. We will assemble all comments, <br />develop a response to comments document, amend the plan as necessary to <br />receive approval and then produce the final planning document. <br />We propose to attend the watershed approval meetings as needed. It has <br />been our experience that the upfront work to coordinate required plan <br />contents with watershed staff results in a mere formality of approval of the <br />local plans by the watersheds. That said, it may be advantageous to attend <br />the watershed meetings to demonstrate the desire of the City to continue <br />to work with the watersheds in a cooperative manner, discuss some of the <br />plan implementation projects that will benefit both the City and watershed, <br />and plant the seed for grant funding discussions on future projects.
