The public meetings with PWETC are valuable; however, as we learned in <br />2013, additional effort will be required to achieve truly meaningful public <br />involvement. To achieve this, SEH will develop and facilitate a public <br />involvement strategy with input from City staff. While traditional public <br />meetings have been utilized in the past, many people are too busy to attend <br />and their input is still vital. We will use a variety of methods to inform and <br />engage individuals and will tailor a program that fits the needs of the project. <br />We propose to integrate the public involvement efforts for the CSWMP <br />update with that of the Comprehensive Plan to engage a broader audience <br />and to consider the following tools for engagement: <br />• Develop a web presence to provide project information and solicit project <br />input (City website or project website) <br />• Capitalize on the "Speak Up Roseville" online engagement tool to <br />encourage discussions and solicit feedback <br />• Use the "City News" newsletter to publish project information <br />• Determine how social media can be used to disseminate information and <br />gather input <br />Task 4: Goal Setting, Policies, Implementation Plan and <br />Priorities <br />Goals and policies established in local plans are typically developed in <br />accordance with Minnesota Rules 8410, the specific requirements of the <br />Metropolitan Council and the standards of the three local watersheds. <br />After our initial meetings to clearly define desired outcomes and regulatory <br />requirements for plan approval, Rebecca and Ron will work with City staff <br />to begin reviewing goals, policies and standards, known problem areas and <br />planned improvements. During this process we will also provide a review of <br />the engineering standards and permit requirements for consistency with <br />watershed district standards to provide more streamlined project reviews <br />and improving customer service. <br />Before adopting the often generic and non -community -specific goals and <br />policies that will ultimately yield an implementation plan, we will solicit <br />input regarding goal and policy updates and establish priorities. Once <br />the goals and policies are established and prioritized, we can identify <br />plan -specific implementation activities that support the City's goals and <br />policies. By establishing implementation activities using this top-down <br />approach, our team can tie each implementation activity identified to the <br />corresponding plan goal(s) it supports.
