Public Hearing to Approve/Deny an On-Sale and Sunday Intoxicating Liq- <br />uor License for The Grey Duck Kitchen and Bar, d/b/a The Grey Duck <br />Kitchen and Bar, located at 582 Rosedale Center, Suite #1010 <br />As detailed in the RCA, Finance Director Chris Miller briefly reviewed this re- <br />quest, noting this establishment was located in the former Digby's Restaurant <br />space. Mr. Miller further advised that an applicant representative was unable to <br />attend tonight's meeting. <br />Mayor Roe opened and closed the public hearing at approximately 7:02 p.m. for <br />the purpose of receiving public input on the above-referenced liquor license ap- <br />plications, with no one appearing for or against. <br />At the request of Councilmember Willmus, Finance Director Miller confirmed <br />that all applicants received server trainer information as part of the application <br />process. <br />McGehee moved, Etten seconded, approval of The Grey Duck Kitchen and Bar's <br />request for an On-Sale and Sunday Intoxicating Liquor License, located at 582 <br />Rosedale Center #1010, for the term of September 1, 2016 through December 31, <br />2016. <br />Roll Call <br />Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />Nays: None. <br />c. Public Improvement Hearing for Owasso Private Drive <br />Mayor Roe and City Manager Trudgeon followed public improvement hearing <br />protocol, as prescribed in Attachment A to this RCA. <br />Assistant Public Works Director Jesse Freihammer briefly summarized the feasi- <br />bility report findings and history of the process to-date, as detailed in the RCA <br />and attachments. <br />Following staffls presentation, City Council questions and staff responses specific <br />to the project included length of assessment deferrals for individual properties <br />continuing for the duration of that particular property owner's interest in the prop- <br />erty as defined by Ramsey County assessment standards and typically triggered <br />by transfer of ownership of a property at which time it no longer met the hardship <br />requirement for that deferment; clarification that the assessment can be paid up- <br />front to avoid interest rather than via 15 years of payments; and verification that a <br />vertical curb would be installed on the railroad track side to provide separation of <br />the paved drain system, but would not include a gutter. <br />Mayor Roe opened the public hearing at approximately 7:13 p.m. for the purpose <br />of receiving public input on proposed storm water improvements on Owasso Pri- <br />vate Drive.
