Regular City Council Meeting <br />Monday, August 8, 2016 <br />Page 23 <br />Roll Call (Super Majority Required) <br />Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />Nays: None. <br />On behalf of the public and City Council, Mayor Roe stated interest in hearing the <br />first annual report of the RACF. <br />For those residents interested in serving on a board such as the RACF, Mayor Roe <br />also noted the Roseville Historical Society as another area of service. <br />Ms. Pust concurred with Mayor Roe. <br />Councilmember Laliberte thanked Ms. Pust for her long-term efforts in working <br />on this update. <br />13. Business Items — Presentations/Discussions <br />a. Discuss recommendations Regarding Neighborhood Associations from the <br />Community Engagement Commission <br />City Manager Patrick Trudgeon referenced the detail provided in the RCA as rec- <br />ommended by the Community Engagement Commission (CEC). Mr. Trudgeon <br />referenced Attachment B, outlining the CEC's report and specific recommenda- <br />tions regarding Neighborhood Associations (NA). Mr. Trudgeon reviewed each <br />section, starting with line 112 of Attachment B, seeking City Council feedback. <br />Criteria for "Affiliated" Nei�hborhood Associations (pa�e 3) <br />As noted by Councilmember Laliberte, City Manager Trudgeon confirmed that no <br />association had come forward to-date asking for this "affiliation" status; and the <br />criteria provided were simply modeled from other communities with NAs. <br />When important issues came up in neighborhoods, Councilmember McGehee <br />opined they rallied quickly and had the ability to self-organize to present their <br />views to the City Council, often choosing their own spokesperson. Councilmem- <br />ber McGehee opined that the city should not be involved in this matter, and fa- <br />vored NAs being able to self-organize without interference and with no formal <br />process requiring bylaws and coming before the City Council for approval. <br />Councilmember McGehee further opined this was intrusive and unnecessary; nor <br />was it necessary for the city to define their boundaries and dispute them if and <br />when someone may feel left out. With existing block captains, NextDoor.com <br />and other ways for a community to self-organize around city issues, Coun- <br />cilmember McGehee pointed out this had not arisen from the community wishing <br />for such an idea. Councilmember McGehee stated she was not interested in pur- <br />suing this. <br />
