Chair Groff provided the Commission with a report from the Advocates for Human Rights on the
Lake McCarron’s Neighborhood Association and KOM community dialogue. He reviewed the
results of these dialogues including concerns about maintaining locks for buildings, more
affordable housing, schools, and transportation.

Mr. Trudgeon stated the KOM community felt welcomed and safe in Roseville. He stated the
City does inspections for the rental properties as part of the rental licensing program.

Chair Groff stated the Advocates for Human Rights would like to see these dialogues continue
and possibly continue working with the Lake McCarron’s Neighborhood Association.

Mr. Trudgeon stated some of the programs the City had been working on as a result of similar
community dialogues included the community gardens and the renter’s rights video. The City is
also looking at a potential park in the same neighborhood as the apartments and youth recreation
programs in southeast Roseville.

Commissioner Carey moved and Commissioner Slade seconded a motion to Receive the
Advocates for Human Rights Report and Present the Report to the City Council. Motion
passed unanimously.

b.Consider 2016/17 Middle School Essay Contest Question

Youth Commissioner Cederberg presented two questions for the Commission to consider for the
Middle School Essay Contest.

Commissioner Slade stated she liked the idea of having an action in the essay and challenging
the respondents.

Commissioner Carey suggested adding an action to the Question 1 regarding prejudice and
stereotypes.

It was the consensus of the Commission to use the following question for the 2016/17 Middle
School Essay Contest: Prejudice and stereotypes affect the way we perceive and interact with
each other, even when we don’t realize it. How so stereotypes affect our society and how do they
damage human right? Where in your life have you seen prejudice and/or stereotypes, and how
has seeing/experiencing that affected you personally? What Action can you take regarding this
witnessed or experienced prejudice and/or stereotype?

Chair Groff stated they would use the same timeline for the contest.

c.Review Human Rights Commission Code and Setting Goals for the upcoming year

Chair Groff reviewed the Advisory Commission Code Chapter 201 and Human Rights Code
Chapter 205.
