Regular City Council Meeting <br />Monday, February 8, 2016 <br />Page 18 <br />1240 students at each program, with those officers averaging nineteen years of ex- <br />2perience in law enforcement. Lt. Scheider reported that the program focused on <br />3four pillars of education, covered academics and leadership development, and ad- <br />4dressed challenges currently being faced by law enforcement personnel across the <br />5country, as well as physical fitness challenges. <br />6 <br />7Lt. Scheider reported that her take away from the academy included the relation- <br />8ships with law enforcement peers and development of a network to over 200 fel- <br />9low officers, sharing of ideas and their availability to each other; achieving the <br />10“yellow brick road” obstacle course over that ten-week period; and the speech of <br />nd <br />11the FBI Director at the 262 graduation of the FBI National Academy. Lt. <br />12Scheider opined that her attendance would be of benefit to her, her colleagues, <br />13and the citizens of Roseville. <br />14 <br />15Mayor Roe congratulated Lt. Scheider, noting that her accomplishments had now <br />16raised the city’s expectations of her, which may be an unintended consequence of <br />17her attendance. However, Mayor Roe noted the City of Roseville and City Coun- <br />18cil’s pride in Lt. Scheider’s work and process; and thanked her for that and her <br />19service to the community. <br />20 <br />21Councilmembers concurred with Mayor Roe. <br />22 <br />b.Discussion with Various Commissions (Community Engagement, Human <br />23 <br />Rights and Ethics Commission) <br />24 <br />25At the request of Mayor Roe, City Manager Trudgeon referenced recent conversa- <br />26tions late last fall (Attachment A) when the City Council directed the Human <br />27Rights Commission (HRC) and Community Engagement Commission (CEC) to <br />28review the scope and functions found in their specific city code commission chap- <br />29ters and make recommendations of any changes they considered applicable. As <br />30part of a broader discussion, City Manager Trudgeon reported that the City Coun- <br />31cil discussed the current Ethics Commission and whether or not it should be <br />32looked at differently going forward. <br />33 <br />34City Manager Trudgeon noted that Chair Wayne Groff of the HRC and Chair Scot <br />35Becker of the CEC were in attendance tonight, as well as Norine Quick-Lindberg <br />36representing the Ethics Commission; and invited them to briefly speak to their <br />37recommendations. <br />38 <br />39Chair Wayne Groff, HRC <br />40Chair Groff reviewed the HRC projects projected in 2016, including the Naturali- <br />41zation Ceremony swearing in new residents and sponsored by the HRC; the annu- <br />42al Essay Contest, reporting the much better response of students this year (tripling <br />43to over 130 applicants), based on the hard work of former HRC Commissioner <br />44Bachhuber and Commissioner Christianson who worked directly with teachers at <br />45the school to phrase this year’s question with school curriculum.
