Regular City Council Meeting <br />Monday, February 8, 2016 <br />Page 19 <br />1means a lot of work for HRC Commissioners, Chair Groff stated that he antici- <br />2pates a good contest this year and anticipated presenting winners to the City <br />3Council in May. <br />4 <br />5Chair Groff noted the HRC’s excitement to have a presence in the Rosefest Pa- <br />6rade this year; and looked forward to the appointment of three new commissioners <br />7to serve soon and hearing their ideas. <br />8 <br />9As noted in the packet materials, Chair Groff referenced the HRC’s review of <br />10Chapter 205 related to the HRC and noted minor questions or suggested revisions. <br />11Chair Groff noted the HRC’s interest in participating in the City Council’s efforts <br />12as outlined in their strategic planning document (PPP) focusing on SE Roseville. <br />13 <br />14Mayor Roe thanked Chair Groff for his comments; and noted that much of the <br />15draft HRC ordinance language remained from the 1960’s and its initial establish- <br />16ment; and expressed his appreciation for their review and suggestions. <br />17 <br />18Councilmember McGehee questioned the HRC’s interest in bringing up ethnic <br />19days as part of the Rosefest parade or at different times of the year, such as recent <br />20activities at the Central Park band shell as an example. While unsure of the role <br />21of the HRC in promoting those ethnic events, Councilmember McGehee ex- <br />22pressed the interest of the City Council to bring some of those groups forward to <br />23share their culture with the community, and of considerable interest to her. Coun- <br />24cilmember McGehee expressed her appreciation for what the HRC had done to- <br />25date, not just in terms of their general scope of diversity, but also recognizing <br />26mental illness, physical handicaps, and accessibility to city facilities and ameni- <br />27ties, representing a broader mission than human rights. Based on comments made <br />28earlier tonight during public comment related to a city complaint process, Coun- <br />29cilmember McGehee suggested the HRC may be able to work with the Ethics <br />30Commission to look into such a process. <br />31 <br />32Councilmember Etten also expressed his appreciation for the work of the HRC in <br />33redefining its scope and defining itself from the CEC. Councilmember Etten fur- <br />34ther expressed appreciation for the strong programs they facilitated and reaching <br />35into the schools and revising the annual Essay Contest to coordinate with student <br />36curriculum and the positive results in getting more students involved. <br />37 <br />38Referencing the HRC’s highlighting of their Scope, Duties and Function, Section <br />39205.02, Item B of Chapter 205 and uncertainty about the intent of a “human rela- <br />40tions project,” Councilmember Etten expressed his confusion as well about what <br />41that statement meant or whether the HRC should be doing that or whether it was <br />42meaningful to the commission code without further definition. Councilmember <br />43Etten opined that he found that section superfluous. <br />44 <br /> <br />
