Ms. O'Brien also noted the recognition com- <br />ponent of volunteers; and while great things were being accomplished, not all <br />were motivated by the same thing requiring staff to think outside the box to use <br />and encouraging this amazing talent pool, and sharing those successes with the <br />community and City CounciL <br />Ms. O'Brien opined that the city had an incredible value in its volunteers and <br />huge resources in those volunteers waiting to engage in ways that made the most <br />sense to them.ee <br />Mayor Roe thanked Ms. O'Brian for the good information, opining it was a sign <br />that the city was on the right track with its volunteer efforts. Mayor Roe also rec- <br />ognized the ongoing monitoring from staff's perspective of things needing to be <br />addressed form a staffing and organizational point of view. <br />12. Public Hearings and Action Consideration <br />a. Public Hearing to Approve/Deny an On-Sale and Sunday Intoxicating Liq- <br />uor License for Lucky's 13 Pub — Roseville, located at 2480 Fairview Avenue <br />N <br />Finance Director Chris Miller briefly reviewed this request, recommending ap- <br />proval as detailed in the RCA. Mr. Miller noted two representatives of this firm <br />located in the former Old Country Buffet. <br />Owner Linda Young <br />Ms. Young expressed excitement about their new location in Roseville after look- <br />ing at numerous properties, with this property becoming available and providing a <br />good fit. Ms. Young advised that they were not a chain, but family owned and <br />operated, with four other locations in the Twin Cities metropolitan area, and one <br />location in Fargo, ND. <br />At the request of Councilmember Laliberte, Ms. Young advised that some of their <br />other locations are open until 2:00 a.m., but noted it varied with each jurisdiction <br />and their code restrictions. Ms. Young noted dramatic changes in the business <br />over the years, opining people weren't staying out as late as they used to, but it <br />depended on the city. <br />At the request of Councilmember Willmus, Ms. Young advised that they would <br />serve a full menu up until 11:00 p.m., with appetizers from that point to 1:00 a.m., <br />with food served until closing time. Councilmember Willmus noted the on-sale <br />liquor ordinance in Roseville tied to the revenue component of 60% food service. <br />Ms. Young responded that she was very familiar with that and assured that they <br />did more food than liquor business. <br />
