Human Rights Commission Minutes <br />December 9, 2015 <br />Page 3 of 6 <br /> <br />Chair Groff stated the Council had also stated the Commission should act in an advisory <br />capacity. He suggested the Commission consider providing annual demographic information to <br />the City Council. <br /> <br />Commissioner Slade stated the Council would need to clarify their expectations on what <br />advisory would mean. <br /> <br />Commissioner Christiansen stated the Scope, Duties, and Function states “full participation in <br />the affairs of this community by assisting the State Department of Human Rights…” She stated <br />this implied one of the Commissioners should act as a liaison to the State Department of Human <br />Rights on behalf of Roseville. <br /> <br />Chair Groff suggested having Commissioner Lindsey from the State Department of Human <br />Rights provide an update on the State’s activities for the Commission. They could look at <br />involving Human Rights Commissions from surrounding communities in this presentation. <br /> <br />Ms. Collins stated the Council would not fill the open vacancies until April. <br /> <br />Chair Groff stated the Commission would need to proceed with the members they have. <br /> <br />Commissioner Christiansen stated she had reapplied for her position since she had only been <br />appointed to a 1-year term. <br /> <br />Ms. Collins suggested reviewing the City Code and determining tangible projects for those areas <br />the City Council would like to have the Commission act in more of an advisory capacity and if <br />there are no tangible projects then this may not be a realistic goal for the Commission. The <br />Commission would have the opportunity to meet one more time to discuss the Scope, duty and <br />functions prior to making their recommendation to the City Council. <br /> <br />Commissioner Carey clarified the scope, duties and functions should be defined prior to <br />establishing the 2016 Commission work plan in order to ensure the projects meet the <br />expectations of the City Council and their objectives as a Commission. <br /> <br />Ms. Collins stated the goal would be to have the scope, duties and functions identified and use <br />these to determine the programming the Commission pursues in 2016. <br /> <br />Commissioner Christiansen asked if the Human Rights Commission would remain it’s own <br />Commission and not be merged with another Commission. <br /> <br />Chair Groff indicated that based on the City Council meeting the Human Rights Commission <br />would remain it’s own Commission for 2016. <br /> <br />It was the consensus of the Commission to have each Commissioner review the scope, duties, <br />and functions and prepare recommendations to be reviewed and discussed at the January 2016 <br />HRC meeting. <br /> <br />
