Variance Board Meeting <br />Minutes – Wednesday, July 13, 2016 <br />Page 2 <br />City Planner Thomas Paschke briefly reviewed the applicant’s request and staff’s <br />44 <br />analysis as detailed in the staff report and related attachments dated July 13, 2016; and <br />45 <br />intent as generally outlined in lines 2 – 6 of the staff report. <br />46 <br />At the request of Chair Murphy, Mr. Paschke advised that he was not aware of any <br />47 <br />additional written comments to-date other than that referenced in the staff report. <br />48 <br />Applicant Mark Bowser, Robin’s Nest Textile and Design, 1990 Greenbrier Street, <br />49 <br />Maplewood, MN 55117 <br />50 <br />At the request of Member Gitzen, Mr. Bowser provided an updated site plan, showing the <br />51 <br />location of the original deck and the proposed new porch location. <br />52 <br />Member Daire spoke in support of the requested variances, opining that the original <br />53 <br />home appeared smaller than surrounding homes, and the scale of the proposed new <br />54 <br />home seemed more in line with those surrounding homes and the neighborhood. <br />55 <br />At the request of Chair Murphy, Mr. Bowser reviewed the location of existing and <br />56 <br />proposed driveway alignment and garage location, using the same curb cut. <br />57 <br />At the request of Member Daire, referencing the elevation maps in the meeting materials, <br />58 <br />Mr. Bowser and Mr. Paschke explained the proposed two “solar tubes” intended to <br />59 <br />provide natural lighting for two interior bathrooms rather than using skylights and their <br />60 <br />respective issues. <br />61 <br />Chair Murphy closed the Public Hearing at 5:50 p.m.; no one spoke for or against. <br />62 <br />MOTION <br />63 <br />Member Gitzen moved, seconded by Member Daire to approve VB Resolution No. <br />64 <br />122 (Attachment D) entitled, “A Resolution APPROVING VARIANCES to Roseville <br />65 <br />City Code, Section 1004.08 at 2006 Cohansey Boulevard (PF16-017); subject to <br />66 <br />comments, findings and conditions as outlined in the staff report dated July 13, <br />67 <br />2016; <br />amended to correct the draft resolution title from “DENYING” to <br />68 <br />“APPROVING” the variances and to incorporate the findings outlined in the body <br />69 <br />of the resolution after lines 63 – 65. <br />70 <br />Ayes: 3 <br />71 <br />Nays: 0 <br />72 <br />Motion carried. <br />73 <br />Chair Murphy reviewed the appeal process and deadline. <br />74 <br />6.
