Prior to its proceedin� with dzsi�n activities for the Pr•oject the Public Entity sha11 prepare a predesign packa�e and submit it to the Commissioner of Administration for the State of Minnesota for review and comment. The predesio packa�e must be sufflcient to define the purpose, scope, cost, and projected schedule for the Project, and must demonstrate that the Project has been analyzed according to appropriate space and needs standards. Any substantial chan�es to such predesign packa�e must be submitted to the Commissioner of Administration for the State of Minnesota for re�°iew and comment. C. If the Project includes the construction of a ne�v buitding, substantial addition to an existin; building, a substantial chan�e to the interior configuration of an existing building, or the acquisition of an interest in land, then the Public Entity shall not prepare final plans and specifications until it has prepared a pro�ram plan and cost estimates for all e�ements necessary to complete the Project and presented them to the Chairs of the Minnesota State Senate Finance Committee and Minnesota House of Representatives Ways and Means Committee and the chairs have made their recommendations, and it has notified the Chair and Ranking Nlinority Member of the Minnesota House of Representatives Capital Investment Committee and the Chair and Ranking ��Iinority Member of the Minnesota State Senate Capital Investment Committee. The pro�ram plan and cost estimates must note any si�nificant chan;es in the work to be performed on the Project, or in its costs, which have arisen since the appropriation from the le�islature for the Project was enacted or which differ from any previous predesi�n submittal. D. The Public Entity must notify the Chairs and P�ankin� ti'Iinority N[embers of the ti�linnesota State Senate Finance and Capital Investment Committees, and the Nlinnesota House of Representatives Capital Investment and titi'ays and �Izans Committees of any si�,nificant chan�es to the pro�ram plan and cost estimates referred to in Section 7.10.C. E. The pro;ram plan and cost estimates referred to in Section 7.10.0 must ensure that the Project �vill comply with all applicable ener�y conservation standards contained in law, includin� Minn. Stat. ,��' �? 16C.19 to 216C.20, as they may be amended, modified or ceplaced from time to time, and all rules adopteci thereunder. F. If any of the Pro`ram Grant is to be used for the construction or remodelinj of the Facility, then both the predesi�n package reFerred to in Section 7.10.B and the pro;ram plan and cost estimates referred to in Section 7.10.0 must include provisions for cost- effective information technology investments that will enabte the occupant of the Facility to reduce its need for office space, provide more of its services electronically, and decentraliae its operations. G. If the Project does not involve the construction of a new building, substantial addition to an existin; building, substantial chanoe to the interior configuration of an existinj buildin�, or the acquisition of an interest in land, then prior to bejinning work on the Project the Public Entity shall just notify the Chairs and Rankin� Minority Members of the Minnesota State Senate Finance and Capital Investment Committees, and the Nlinnesota House of Representatives Capital Investment and Ways and Means Committees that the work to be performed is ready to be�in.
