Item Sh: Attachment
(1) Jobs.
a. Jobs should be classified as either (i) jobs created or (ii) jobs retained; they
vill not be counted as both. A`ob created'' is a nev position created and
illed, or an existing unfilled position that is filled, because of the Project.
A`ob retained" means a job at a specific vage leve( that eYisted prior to
beinning the Project that would have been lost but for the Project. Only
jobs in Minnesota should be counted.
b. Jobs should be espressed in '`fiill-time eqiivalents" (FTE). In calculatin
an FTE, the number of hours worked durin the Reportin; Period should
be divided by 2,080 (the number of hours representin a full work
schedule in a Reportin Period). Jobs should be reported reardless of
vhen the Project or an individual's emp(oyment beQan or ended. Jobs are
to be calculated based on hours worked in the current Reporting Period
only, so that reportin; is not cumulative.
c. Jobs should not be separated into full-time, part-time, temporary, seasonal,
etc. Instead, all hours should be totaled and converted into FTEs as
indicated above.
(c) Each contractor will report its orkforce and the vorkforce of its subcontractors
active durin the Reportin Period. This includes employees actively enaed in the Project aho
work on the jobsite, in the Project oftice, in the home office or telecommute from home or othec
alternative office location. This includes, but is not limited to, any enineerin pei-sonnel,
inspectors, samplin and testin t;,chnicians, and lab technicians perfoimin work directly in
support of the Project. This does not inlude material suppliers such as steel, culverts, Quardrail
and tool suppliers. Only hours that relat;. to time spent on the Project should be reptrted
(d) The Public Entity must incorporate these reportin requirements into its conti-acts
vith its contractors (in part so that contractors can add the requirements to their contracts vith
subcontractors and impose deadlines on reportina by subcontractors).
(e) To distinguish the jobs reported by contractors that vere funded by th Grant, the
Public Entity must multiply the job numbers reported by each contractor in each cateory above
by the percentae of totai Project costs funded by the Grant (e.g., if the Grant was 40% of total
Project costs, the Public Entity should multiply the jobs numbers iven in each cateory by 40°ro
to arrive at the number of jobs funded by the Grant) and it is those numbers that should be
reported to State Entity.
Generic GO Bond Proceeds „
Grant Aereement for Pro_ram E'nd Grants
"er-6i30%l
