Regular City Council Meeting <br />Monday, September 12, 2016 <br />Page 38 <br /> <br />is estimated at $20,000 and due to cost savings by using Public Works staff for <br />two of the sidewalk segments there are funds available from remaining Park Re- <br />newal Funds. <br /> <br />Councilmember McGehee referred to a photograph on display of the unimproved <br />pathway and asked if it is showing a City barrier. Mr. Freihammer stated it is one <br />of the barriers from the Twin Lake project. Councilmember McGehee asked if it <br />is a barrier that doesn’t actually hold back the silt. Mayor Roe ruled that is not a <br />pertinent question to this proposal because it is a question about the ongoing road <br />project rather than the trail extension. <br /> <br />Willmus moved, Laliberte seconded, approval of adding the trail connection be- <br />tween Twin Lakes Parkway and the Langton Lake Trail to the Twin Lakes Park- <br />way Contract. <br /> <br />Mayor Roe asked if the Twin Lakes Parkway connection currently in progress in- <br />cludes a sidewalk or pathway on the north side. Mr. Freihammer stated the path- <br />way is on the north side and the sidewalk is on the south side. <br /> <br />Councilmember McGehee stated there is a decline in this pathway towards the <br />Lake so she would like the project to be mindful and assure there is no erosion. <br />She stated she walked the entire area about two weeks ago and found a combina- <br />tion of buckthorn and burdock, noting burdock can be lethal for some birds and <br />bats so she should like the restoration to remove invasive and dangerous species. <br /> <br />Councilmember Etten stated support for this pathway construction, noting it will <br />add tremendous value for properties in the area and be of benefit to new hotels in <br />the area and future development. <br /> <br /> Roll Call <br />Ayes: <br />Willmus, Laliberte, Etten, McGehee and Roe. <br />Nays: <br />None. <br /> <br /> <br />c.Non-Residential Stormwater Impact Fund <br />Assistant Public Works Director and City Engineer Jesse Freihammer referenced <br />the RCA and summary provided for the non-residential storm water impact fund <br />as detailed in the RCA dated September 12, 2016, and related attachments. Mr. <br />Freihammer described the application process and hardship consideration, noting <br />the cost would be $22.50 per cubic foot to account for long-term maintenance <br />costs. <br /> <br />Mayor Roe reviewed the priority for mitigation would be: first within the same <br />sewer and drainage district, drainage area; second in the same receiving water <br />body; third in the same watershed district, and then within the City limits. <br /> <br /> <br />
