Roseville Finance Commission
Agenda Item

Discussion Items
The format used by many other cities can have the advantage of better informing audiences of the City’s
near-term projects and asset replacement needs. A 5-year timeframe is generally easier to grasp and
produces more accurate financial projections than a longer one would. However, the shorter timeframe
may be insufficient in depicting whether true financial sustainability is being met.

Either way, preparing the CIP consumes a significant amount of taxpayer resources that could be spent
on other city functions. As a result, the content and design of the CIP should be reflective of the
information needed to formulate financial and budgetary policies. Using the City’s CIP as an example,
if the information conveyed in the CIP for years 6-20 do not factor into the decision-making process,
then there’s little value in consuming taxpayer resources to compile it.

Staff Recommendation
Not applicable.

Requested Commission Action
For information purposes only. No formal Commission action is required, however the Commission may
choose to utilize this information to help guide policy or budget recommendations for the City Council.

Prepared by: Chris Miller, Finance Director
Attachments: A: City of Edina CIP Excerpt
