5ƚƩƭƚ\[ğƓŭƷƚƓ\[ğƉĻ <br />tğƩƉ <br />/ğƌǤǣƷ <br />ǞźƓ\[ğƉĻƭL <br />IƚƷĻƌƭtLY <br />/ƌĻǝĻƌğƓķ/ƌǒĬ <br />P <br />ЋЉ <br />ROPOSAL <br />Calyxt would like to enhance the security on their existing site in Roseville for their <br />ЋЊ <br />research operations (parking lot, head house and greenhouses) with a perimeter fence <br />ЋЋ <br />and entrance gate that will discourage access to the site by the public. Calyxt also wants <br />ЋЌ <br />to project a high quality corporate image to the public and to their customers and <br />ЋЍ <br />employees. To accomplish this Calyxt is proposing the following: <br />ЋЎ <br />A perimeter six-foot-tall black epoxy-coated chain-link fence layered into and <br />ЋЏ <br />against the existing tree line so that it blends into the landscape <br />ЋА <br />At the frontage along Mount Ridge Road, from near the north boundary to the <br />ЋБ <br />face of the Phase 2 building, a six-foot-tall decorative (wrought iron look) fence <br />ЋВ <br />approximately four feet from the sidewalk to allow for landscaping in front of the <br />ЌЉ <br />fence. This fence, steps back at the entrance drive where a sliding gate will <br />ЌЊ <br />provide security access. <br />ЌЋ <br />The west and south faces of the Phase 2 building, when constructed, will provide <br />ЌЌ <br />security without a fence between the building and the sidewalk. In the interim, it <br />ЌЍ <br />is proposed that a six-foot-tall temporary chain link fence be installed at this <br />ЌЎ <br />location to provide building construction and site security. Calyxt intends to <br />ЌЏ <br />supplement the physical fence with security cameras in the future to further <br />ЌА <br />discourage unwanted access to exterior test plots and greenhouse assets. <br />ЌБ <br />SA <br />ЌВ <br />TAFFNALYSIS <br />The Planning Division has concluded that the Calyxt property, with its greenhouse and <br />ЍЉ <br />test plots uses, are unique and warrant security from unwanted visitors. As such, the <br />ЍЊ <br />requirements of §1011.08 (Fences in All Districts) conflict with what one would deem a <br />ЍЋ <br />secure fence height in a front yard. At a regulatory allowance of four feet, few people <br />ЍЌ <br />and/or creatures would be deterred from jumping over the fence. Planning staff <br />ЍЍ <br />therefore has concluded practical difficulties exist that support the approval of a two- <br />ЍЎ <br />foot variance to fence height in the front yard.
