Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 15 <br />Councilmember Etten seconded all of the comments of Councilmember Willmus, <br />noting ongoing discussions regarding this intersection in the past. Councilmem- <br />ber Etten asked if City Engineer Freihammer had any thoughts about incorporat- <br />ing such additional intersection work as part of the County Road D reconstruction <br />project. <br />Mr. Freihammer responded that, as noted in previous City Council discussions, <br />staff had consulted with Ramsey County on the possibility of an additional turn <br />lane off County Road D, but stated he was unaware if that was still under consid- <br />eration by Ramsey County or if it would be possibly be part of Fairview Avenue <br />reconstruction in the future. <br />At the request of Mayor Roe, Mr. Freihammer clarified that there was nothing <br />planned for the intersection as part of the current Arden Hills project on County <br />Road D. <br />Councilmember Laliberte concurred with the comments of her colleagues in sup- <br />porting this permanent closure, eliminating people using it as a cut-through. <br />Councilmember Laliberte noted the temporary closure had clearly shown what the <br />neighborhood could be if it no longer served as a shortcut. While favoring mov- <br />ing forward with permanent closure, Councilmember Laliberte also agreed that <br />the Cities of Roseville and Arden Hills should work together, whether or not Ar- <br />den Hills had communicated well in the past with Roseville, it could be changed <br />for the better going farward. Councilmember Laliberte expressed appreciation for <br />alerting her to previous interactions or lack thereof, since she had been unaware of <br />that past process. Since Ramsey County seemed interested in discussing options <br />for Fairview Avenue that would impact the 5-way intersection, Councilmember <br />Laliberte urged Roseville city staff to pursue that interest sooner rather than later <br />to address issues in this congested area. <br />Mayor Roe noted that one other past discussion in terms of reconfiguring the 5- <br />way intersection was the potential to disconnect Lake Johanna Boulevard and <br />moving further north on Fairview Avenue, creating a 4-way intersection instead. <br />However, Mayor Roe noted it hadn't gone beyond discussion at that time, and <br />while unsure what will ultimately occur, it should remain on the radar screen, es- <br />pecially given the ongoing changes at the University of Northwestern over the <br />years and growth occurring in the Twin Lakes area; and continued discussions <br />with Ramsey County. <br />Regarding Arden Hills residents and their concerns with notices of the proposed <br />permanent closure, Mayor Roe reviewed the City of Roseville's land use notice <br />policy for notification 500' from a project site, he noted this TMP approach was <br />different in addressing those property owners asked to pay for an improvement, <br />and thus no notice to Arden Hills residents.
