Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 16 <br />staff keep this situation in mind for future reference when a project bordered an- <br />other jurisdiction. <br />In terms of this particular action, Mayor Roe offered his support of this action as <br />addressed by his colleagues; and while sympathizing with concerns expressed by <br />Arden Hills residents, noted that neighborhood had long had limited access in and <br />out. Having served on the Roseville City Council in 2011, Mayar Roe noted his <br />observations when driving through that neighborhood and seeing its isolation and <br />access issues. Mayor Roe opined it didn't seem fair to Roseville residents on <br />Wheeler Street to continue providing access to that broader neighborhood when <br />there was easy access west on Fairview, especially with the improvements being <br />made to County Road D. <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />Recess <br />Mayor Roe recessed the meeting at approximately 7:46 p.m., and reconvened at approximately <br />7:52 p.m. <br />13. Consider Complaint Alleging violations of the Roseville Ethics Code by City <br />Council Members <br />Councilmembers McGehee and Laliberte recused themselves from the discussion <br />and vote. <br />At the request of Mayor Roe, City Attorney Gaughan reviewed the alleged viola- <br />tions to Roseville Ethics Code by Councilmembers Laliberte and McGehee as <br />formerly filed by Mr. Brad Koland as part of his application for a Minor Subdivi- <br />sion at 1926 Gluek Lane earlier this summer. <br />City Attorney Gaughan advised that his office had reviewed, investigated and <br />provided a written report, submitted to the Roseville Ethics Commission last <br />week, noting the three options available for that body in their consideration of a <br />complaint were as follows: <br />1) Adopt the findings of the City Attorney and forward them to the City Council <br />for their ultimate action on the matter; <br />2) Fashion their own report, and while they are not authorized to conduct any <br />further investigation, they can craft their own findings and forward them to <br />the City Council for their ultimate action on the matter; or <br />3) Take no action and defer to the City Council for ultimate action, but with no <br />action by this body on the matter. <br />
