Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 29 <br />Mayor Roe suggested that the intent remained that neighborhoods form far rea- <br />sons other than reacting to potentially bad things in their neighborhood, but to <br />provide a way for neighbors to connect. Referencing last week's Imagine Rose- <br />ville community meeting on race and policing, Mayor Roe noted the ways sought <br />to ' ' connect with each other, not through a city-initiated mandate, <br />but suggested a team approach as recommended by his colleagues. Mayor Roe <br />opined that one role of the city should be to foster and develop leaders in a neigh- <br />borhood community for the broader city and promote leadership. Mayor Roe <br />opined this was one pathway to achieving leadership, by trying out some things <br />and considering those that may be most prudent moving forward. <br />Without objection, Mayor Roe clarified the direction to staf£ <br />• Continue to work on the tool kit and bring a revised draft back to the City <br />Council for review and approval <br />• Provide staff's thoughts to the City Council on how best to utilize block cap- <br />tains informing future discussion. <br />Mayor Roe thanked the Neighborhood Association Task Force, the CEC and <br />Chair Becker for their work in getting the discussion to this point. <br />Public Comment <br />Diane Hilden, Bayview Drive <br />Ms. Hilden noted she had started the Lake McCarrons Neighborhood Association, <br />now in its twenty-fifth year; and in her past had worked in building 100 to 150 <br />block clubs within the City of St. PauL In her discussions with other Roseville <br />residents and Mr. Yunke, Ms. Hilden stated her wholehearted support of tonight's <br />discussion. Ms. Hilden opined that starting with block clubs was a great starting <br />point, since they were organic and already existed. Ms. Hilden noted the many <br />ideas of Mr. Yunke, but also noted he was overworked and suggested no addi- <br />tional dumping on his existing work load, which she understood was not an intent <br />based on tonight's discussion. Ms. Hilden opined that the framework laid out by <br />Councilmember Laliberte reflected Mr. Yunke's framework as well based on her <br />discussions with him over the years; and applauded the City Council for agreeing <br />to move forward with an informal process. Ms. Hilden opined that the more for- <br />mal the process, the more doomed it could prove to be, even though she recog- <br />nized that each neighborhood was different. Ms. Hilden stated her support for the <br />idea of promoting leadership and allowing residents to have that opportunity to <br />learn how; and offered her personal services with those efforts. <br />Ms. Hilden thanked the City Council in acknowledging the work put into the re- <br />port; and while disagreeing with it and the process for a long time, opined it was a <br />good report and a lot of positive things came out of it as the process moved for- <br />ward. <br />
