Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 30 <br />Sherry Sanders, S McCarrons Blvd. <br />As the current Chair of the Lake McCarrons Neighborhood Association, and as a <br />former member of the Neighborhood Association Task Force and of the CEC, Ms. <br />Sanders reviewed her perception of how the concept of mandating associations <br />had come up through the CEC seeking to have the city decide on boundaries of a <br />neighborhood association, as some communities did. Ms. Sanders noted her con- <br />cern that the intent was that the city mandate those associations and expressed <br />concern that this was the path the CEC was going down, which she considered <br />then and continued to feel was a wrong approach. <br />Ms. Sanders noted she was involved in the discussions between Ms. Hilden and <br />Mr. Yunke related to block captains. Ms. Sanders noted she had included that in <br />the report from the Task Force; and expressed her appreciation that the City <br />Council was choosing to support that idea, opining that neighborhoods needed to <br />build community leadership. Ms. Sanders also offered her assistance to the City <br />Council and staff as needed. <br />b. City Council Member McGehee's Request to Consider Requesting a Bid <br />from the Ramsey County Sheriff for Policing Services in Roseville <br />Mayor Roe recognized Councilmember McGehee. Before beginning she clarified <br />that her proposal had always been and remained only about city finances and was <br />being presented at this time as she considered it appropriate as part of the budget <br />process. With the City's current "not to exceed levy" at 5.5%, a proposed $2.88 <br />hike in the utility fee, and a$1.94 EDA levy, the total current tax impact is 6.9% <br />on the median valued home. Councilmember McGehee explained that this pro- <br />posal was her attempt to find substantial savings for the City's annual budget. <br />She advised that she believed, based on her research, the City of Roseville could <br />save approximately $3 million or 15% of the levy budget without reducing ameni- <br />ties or public safety by contracting with Ramsey County for police services. <br />Thus, she was requesting a bid to confirm her findings. <br />Councilmember McGehee then listed what she considered a"bid" in this context, <br />namely that it is a request to only one municipal entity, Ramsey County Sherif�s <br />Department, which already serves our neighboring communities and is led by an <br />elected official. It is also a request to an organization that is already supported by <br />Roseville resident's tax dollars. She stated it was not an attempt to compare com- <br />petence of two excellent departments or seek the lowest bid. It was her effort to <br />find significant savings for residents without jeopardizing public safety.. <br />Councilmember McGehee outlined what she saw as positive outcomes for the City <br />should the savings be accurate and such a transfer made. She stated that there <br />would be reduced liability for the City and more opportunities for officers and <br />more funding for training. She felt there would be more potential for diverse of- <br />ficers in the city and more programs and services available. <br />
