Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 31 <br />Councilmember McGehee then shifted her concerns to budgetary issues opining <br />that cost savings were necessary to continue the City's infrastructure repair, main- <br />tain services for residents, address sustainability in major funds, retain out bond <br />rating, and stop using reserves for ongoing expenses. She pointed out that in the <br />past five years, water and sewer fees have increased 60%, taxes on the median <br />priced home have increased 31 %, and the total combined increase with both taxes <br />and fees on the median price home is 42%. She then stated that during that same <br />period Social Security payments have increased 8.5%. With the City's current <br />"not to exceed levy" at 5.5%, a proposed $2.88 hike in the utility fee, and a$1.94 <br />EDA levy, the total current tax proposed impact for 2017 is 6.9% on the median <br />valued home. If these proposed amounts are put in place for 2017, the total tax <br />and fee increase over the past 6 years for the owner of a median priced home in <br />Roseville is 48.9%. <br />To illustrate the 2016 levy budget percentages, Councilmember McGehee presented <br />a pie chart showing that Parks and Recreation required 28.8%, Police 22.8%, Pub- <br />lic Works 14.9%, Fire and EMS 13.3 %, Capital Replacement at ll.1 % and 9.1 % <br />for Administration. <br />Councilmember McGehee continued with various slides of information regarding <br />services, size, and options based on the City's requirements and proposals from <br />Ramsey County. They showed potential savings ranging from the highest at $2.9 <br />million and the lowest at $2.0 million. Council member McGehee then listed <br />several potential ways in which such a saving could be utilized and leveraged to <br />create even greater savings. She proposed applying savings to the current water <br />fees thus returning $133.00 to $205.00 (depending on the amount of savings <br />achieved) to each residential property per year. In addition, she proposed that the <br />additional space in City Hall (100,000 square feet) could be used to house the Li- <br />cense Center, store Parks and Recreation equipment, and house the Roseville His- <br />torical Society. She closed with some frequently asked questions with answers <br />from the Ramsey County Sheriffls Department. <br />Councilmember McGehee's written proposal and power point presentation are in <br />the 10/ 10/ 16 packet. <br />City Manager Trud eon <br />With permission granted by Mayor Roe, City Manager Trudgeon asked that the <br />City Council indulge him and for a response to Councilmember McGehee's pro- <br />posal before they began their deliberations. <br />As outlined in more detail in his memorandums as previously referenced, City <br />Manager Trudgeon sought to make the City Council aware of his reasons and <br />stated that he was not supportive of any proposal to seek police services from out- <br />side the city organization. <br />
