With 525,000 residents in Ramsey County and only 34,000 residents <br />in Roseville, Councilmember Etten opined the city could only control that interac- <br />tion when done by a local police force. <br />In conclusion, Councilmember Etten stated he never wanted to lose the right to <br />hear and discuss things like this together; but stated he would not and could not <br />support such a proposal. <br />Councilmember Laliberte <br />Councilmember Laliberte thanked the public for their comments and concurred <br />with several of them, as well as the majority of her colleagues. Councilmember <br />Laliberte commended Councilmember McGehee's work in presenting a bold pro- <br />posal to the City Council and Roseville community. Any time the City Council <br />could take a hard or different look at the budget, Councilmember Laliberte opined <br />was a good exercise. However, Councilmember Laliberte questioned if this <br />would have been her choice for a place to look. <br />Councilmember Laliberte stated she saw public safety as a responsibility and core <br />function for local government, and not one she'd feel comfortable contracting out. <br />While agreeing with the need for accountability and transparency, Councilmem- <br />ber Laliberte noted that could be easily addressed with policies that could be <br />changed periodically. <br />Councilmember Laliberte noted there was information that could be put forth, in- <br />cluding addressing frequent comments she heard and their desire for more police <br />presence on their streets and in their neighborhoods. While being appreciative of <br />looking at anything closer in the budget, Councilmember Laliberte stated she was <br />not in favor of contracting out public safety and police services. <br />Mayor Roe <br />Mayor Roe echoed the comments of Councilmember Laliberte, while expressing <br />his personal respectful appreciation for Councilmember McGehee taking the time <br />and effort in researching and preparing her proposal in an attempt to save the city <br />money. <br />Mayor Roe stated he had looked seriously at the proposal and had performed his <br />own analysis through that process. Mayor Roe reviewed some of that analysis as <br />follows. <br />Regarding the operating budget numbers, Mayor Roe noted City Hall capital ex- <br />penditures would remain regardless of whether or not the police department was <br />housed there. Mayor Roe noted the city had and continued to pay for its debt ser- <br />vice per statutory requirements, whether or not it involved the local police de- <br />partment. Mayor Roe noted that City Hall would still need to be maintained, with <br />
