Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 43 <br />some of those areas eating into savings, but not related specifically to the police <br />department. <br />As brought up by several of his colleagues on the City Council and during public <br />comment, Mayor Roe addressed current police staffing in Roseville, noting it was <br />frequently pointed out that it was inadequate for the city's needs, and admitted the <br />city was operating lean with staffing resources. If the proposal accurately com- <br />pared staffing levels in the two models, Mayor Roe opined that any projected sav- <br />ings would go away; and just from that basis, he couldn't support seriously look- <br />ing into such a proposal. <br />Mayor Roe corrected the perception that Roseville paid twice for Ramsey County <br />patrol services in Roseville and in Ramsey County, clarifying that the on- <br />lyservices that are paid by the entire county are in the areas of jail housing and <br />document service, all paid through county tax dollars, while patrol costs in other <br />communities are not paid by Roseville taxpayers. <br />Specific to accountability, as previously stated, Mayor Roe questioned how an <br />elected county sheriff would be more accountable to Roseville citizens than its <br />own employees under the benefit of local management, with more transparency at <br />that local level. If the experience of the last few years is used as evidence, Mayor <br />Roe noted Ramsey County's response to Roseville issues and concerns had not <br />proven to be positive. Not to say Ramsey County is bad, but Mayor Roe noted <br />the reality was that they had many masters, and Roseville often had to play the <br />squeaky wheel to get their attention. <br />In conclusion, Mayor Roe supported the comments of his colleagues in not sup- <br />porting this proposal. <br />Councilmember McGehee <br />Councilmember McGehee stated she had not brought this proposal forward be- <br />cause she thought it would be popular, but simply as an area for discussion. <br />In response to Mayar Roe's comments, Councilmember McGehee clarified that <br />she had removed debt service for City Hall from her calculations. <br />Specific to the figures provided by City Manager Trudgeon, Councilmember <br />McGehee stated she had not verified that documentation at this time. <br />Councilmember McGehee reviewed Ramsey County's vetting of its officers and <br />training process and found it excellent. <br />Councilmember McGehee stated she didn't want to argue cost or actual savings, <br />thus her proposal to seek a bid from Ramsey County for police services in order <br />to provide an accurate comparison of apples to apples.
