Regular City Council Meeting <br />Monday, October 10, 2016 <br />Page 7 <br />Mr. Freihammer noted concrete work would be done next spring; and the final as- <br />sessment hearing anticipated in October of 2017. <br />Mr. Freihammer reviewed the two actions requested of the City Council tonight; <br />and advised modified resolutions had been distributed as bench handout and re- <br />placed those included in RCA attachments. <br />At the request of Councilmember McGehee, Mr. Freihammer advised that the <br />current driveway on Wheeler Street, even though considered substandard, would <br />remain in use until next spring, but eventually eliminated. <br />At the request of Councilmember Laliberte, Mr. Freihammer advised that "No <br />Outlet" signage was already in place and would continue to be monitored by city <br />staff. <br />At the request of Councilmember Etten, Mr. Freihammer clarified that rain garden <br />plantings used as a softening feature would be outside County Road D reconstruc- <br />tion costs. However, Mr. Freihammer further clarified that the city would receive <br />stormwater benefits for future total maximum daily loads (TMDL) on Lake Jo- <br />hanna. <br />Mayor Roe opened the public hearing at approximately 6:57 p.m., advising the <br />purpose, format and protocol for the hearing. City Manager Trudgeon provided <br />the project number, a brief description; and confirmed published and mailed no- <br />tices in accordance with statutory requirements. <br />Public Comment <br />Michelle Lacy, Shorewood Drive (Arden Hills) <br />Ms. Lacy thanked the city for allowing an opportunity to speak to this proposed <br />closure; and advised she would have filed an objection but was unaware until last <br />week that the decision had already been made, nor was she aware of the opportu- <br />nities available to file an objection. <br />Ms. Lacy stated her objection to the closure, along with others in their neighbor- <br />hood, especially concerning safety with only a one-way access for their street in <br />times of emergency ar storm, landlocking their neighborhood for emergency ve- <br />hicles. Ms. Lacy noted this had already happened in the past with storms down- <br />ing trees over the street. Ms. Lacy opined that this closure would also increase <br />traffic at the 5-way intersection, already dangerous, especially creating additional <br />struggles with increased traffic north on County Road D during rush hour. Ms. <br />Lacy stated this not only impacted traffic but school bus safety. Ms. Lacy report- <br />ed that it was not unusual to have 15-20 vehicles daily using their driveways to <br />turn around when realizing Shorewood Drive was not a thru-street. Also, Ms. <br />Lacy opined that an additional safety issue was pedestrians having to climb snow <br />banks during the winter months if Wheeler Street was closed. <br />
