Rosand opined their explanation for not <br />having completed training before had been found reasonable, but reiterated five <br />had employees had completed their training post violation. As noted in the re- <br />quested action, Lt. Rosand advised this was the first violation for this off-sale es- <br />tablishment. <br /> <br />Councilmember Etten asked Lt. Rosand to speak to the SureSellNow training cer- <br />tification, and whether or not it was an online tool. <br /> <br />Lt. Rosand responded that it was, and the cost was $20 per employee, even <br />though this establishment may get a discount due to their large employee volume. <br />Lt. Rosand stated the establishment had repeated to him that they took training se- <br />riously; and noted many smaller establishments could not afford the cost of this <br />type of online training, but still were able to get it accomplished in a timely and <br />consistent manner. <br /> <br />At the request of Councilmember Etten, Lt. Rosand confirmed the certificates and <br />forms for this employee training were computer generated. <br /> <br />Councilmember Etten further requested why the off-sale penalty is less than the <br />on-sale penalty. <br /> <br />Mayor Roe clarified that this policy and ordinance decision had been made by a <br />former City Council, resulting in a change related to off-sale based on the ra- <br />tionale that the sale of alcohol for on-sale establishments was a portion of their <br />revenue, and they could still continue to sell food and other products; while a sus- <br />pension for an off-sale establishment effectively shut them down as per state law <br />not allowing their sale of any other product. <br /> <br />At the request of Councilmember Etten, Mayor Roe further clarified that the max- <br />imum fine the City Council was able to assess was $2,000 per violation, with the <br />recommended fine for this first compliance failure suggested at $1,000, but ulti- <br />mately at the City Council’s discretion. <br /> <br />Total Wine & More Representatives <br />Mike Zipser, Regional Vice President, Total Wine & More Midwest; Jeff <br />Bernard, District Manager, Total Wine & More, and Robert Jackson, local <br />store manager. <br /> <br />Mr. Zipser stated their firm took this issue seriously as well as the training of their <br />team members; and apologized for this incident. Mr. Zipser opined they were <br />very diligent in training their team; and after discussing it with Lt. Rosand, have <br />retained all employees on Roseville’s Server/Manager Training Policy. Mr. Zips- <br />er stated that they didn’t allow minors to shop in their store without adult supervi- <br />sion; and no purchasing allowed even when accompanied by that adult. Nr, Zips- <br /> <br />
