A Proposal for the 2040 Comprehensive Plan Update for the City of Roseville <br />Project Understanding <br />The WSB/LHB team understands that the City of Roseville is unique in its history, location, assets, character, and <br /> orts must focus on creative and <br />sustainable redevelopment of underutilized sites, while ensuring that new development enhances the existing City <br />character and quality of life for residents. RosevilleÕs unique location in the heart of the Twin Cities Metropolitan region is <br />a great incentive for development and a tremendous draw for people who want to live, work, and play here. <br />While fostering an environment for growth and redevelopment, the comprehensive plan must also ensure the <br />preservation of the amenities that make Roseville a great place to live. For example, the plan must further the goal of <br />maintaining safe and well-connected neighborhoods. It must link land use and demographic trends to provide tools for <br />creating housing for people in all stages of their life. It must focus uses and density in a way that fosters convenient, safe, <br />and ” exible transportation options. Parks and trails must continue to evolve in response to changing community needs. <br />Building on RosevilleÕs existing network of parks, the plan must examine opportunities to better connect residents with <br />their parks and trails and foster an ever-increasing sense of community. <br />Overall, RosevilleÕs comprehensive plan must provide balanced strategies <br />for growth, development, and connections in response to changing <br />demographics. The WSB Team understands that both housing and <br />economic development play a large role in meeting the demands of a <br />changing population. In particular, as the demographics of residents <br />change there are new opportunities for new business creation. There <br />is also the potential for gaps in the CityÕs housing stock, which will be <br />investigated during the planning process. Implementation actions must also <br />be concise and include techniques for appropriate design of growth and <br />redevelopment. <br />Project Understanding <br />4 <br /> <br />
