Variance Board Meeting <br />Minutes – Wednesday, November 2, 2016 <br />Page 2 <br />office building area in the front yard; and conditioned as noted should a building <br />48 <br />permit for the office building not be submitted or issued within 18 months of the <br />49 <br />fence installation. <br />50 <br />At the request of Member Gitzen, Mr. Paschke confirmed that the variance is <br />51 <br />specific to a wrought iron type fence of 6’ in height; and the decorative version <br />52 <br />was supported by the City. <br />53 <br />At the request of Chair Murphy, Mr. Paschke further confirmed that the decorative <br />54 <br />fence gate over the parking lot was allowed at 6’. <br />55 <br />Mr. Feng Zhang, Applicant Representative and Chief Operating Officer, <br />56 <br />Calyxt, Inc., 600 County Road D, Suite 3, New Brighton, MN 55112 <br />57 <br />Mr. Zhang provided a brief background of the company, a start-up company <br />58 <br />originating and affiliated with the University of Minnesota labs. Mr. Zhang advised <br />59 <br />that they started with 5 employees, and planned with this expansion for <br />60 <br />approximately 100 employees next year, after acquiring this property for their <br />61 <br />corporate headquarters, attracting those future talented employees from across <br />62 <br />the country and beyond. <br />63 <br />Mr. Zhang thanked staff for tonight’s presentation of their request; and for their <br />64 <br />support throughout the planning process. As a genetic engineering company <br />65 <br />applying new technology for improvement and production of new crop varieties, <br />66 <br />Mr. Zhang advised that this request had been coordinated with the Roseville <br />67 <br />Police Department with their strong recommendation that their property, subject to <br />68 <br />retail clientele in the area, would be best served by a fence and gated entry to <br />69 <br />protect their property, particularly the green house that was highly visible at night. <br />70 <br />Member Daire, having personally viewed the site, and after reading ongoing <br />71 <br />newspaper incident reports, stated that he highly concurred with those security <br />72 <br />recommendations. <br />73 <br />Chair Murphy closed the Public Hearing at approximately 5:45 p.m. with no one <br />74 <br />appearing for or against. <br />75 <br />MOTION <br />76 <br />Member Daire moved, seconded by Member Gitzen to approve VB <br />77 <br />Resolution No. 126 (Attachment C) entitled, “A Resolution Approving a <br />78 <br />VARIANCE to Roseville City Code, (Section 1011.08 (Fences in all Districts), <br />79 <br />at 2800 Mount Ridge Road (PF16-029);” subject to comments, findings and <br />80 <br />condition as outlined in the staff report dated November 2, 2016 as <br />81 <br />presented. <br />82 <br /> Ayes: 3 <br />83 <br />Nays: 0 <br />84 <br />Motion carried. <br />85 <br />Chair Murphy reviewed the appeal process and deadline. <br />86 <br />5.
